台灣環島海域由於遭受嚴重污染的衝擊，海洋生態早已面臨巨大的浩劫，而海洋是個不斷流動的水體，臺灣海岸的污染除了來自內境陸地，另外也有來自海洋漂流的廢棄物，再加上近年來全球氣候變異現象加劇，這些跨域汙染物對台灣沿海的環境生態與居民生活都造成威脅。在傳統生活中便傳達著敬愛天地、注重環境風水的客家，面對環境困境也總是表現出堅強韌性，這樣的族群特質是否有助於環境變化下的適應。本研究起於2012年3月底在桃園縣沿海發現數百包除草劑的生態浩劫事件後，已有海漂實驗推估證實此跨海峽漂流路徑發生的可能，本研究則是進一步以深度訪談進行環境識覺的分析與評估，藉此瞭解觀音鄉沿海客家居民，對跨域污染帶來的危機與海洋永續的障礙是否有所警覺而有所作為。並使用驅動力─壓力─狀態─衝擊─回應（Driving force- Pressure - State-Impact-Response, DPSIR）因果分析架構，強調在地方二十一世紀行動的脈絡下，傳達大眾維護海岸環境的重要性，且須提高應對氣候變遷的適應能力，而政府對於類似的海洋漂流物應該加強觀測與防範，及早對居民提出預警，降低跨域污染對沿海環境的衝擊。

| dc.description.abstract | Abstract
The sea area around Taiwan Island is subjected to severe pollution impacts; the marine ecology was already facing havoc. The ocean is constant flowing water, thus except the inland pollution, the pollutants around Taiwan Island also come from ocean drifting wastes, together with aggravation of recent global climate changes, those cross-regional pollutants pose threats to costal environment ecology and residents’ life. Traditional Hakka life respects and loves the heaven and earth, and pays attention to environment geomancy. They showed great toughness and resilience when dealing with environmental difficulties. Can the ethnic characteristic help to adapt environmental change? The research begins with the ecological catastrophe event of hundreds of packs of herbicides found at Kuanyin’s seashore. Other previous experiments estimated and verified the possibility of cross-strait path. This research further analyzes and evaluates the environment perception through depth interviews, so as to learn whether the Hakka residents in Kuan Yin Township have been aware of crisis brought by cross-regional pollution and ocean sustainable barrier so as to take actions. The cause and effect analysis framework of Driving Force-Pressure-State-Impact-Response（DPSIR）is applied, to highlight the importance of public ocean environment preservation under the local 21st century’s action platform, and improve the adaptability to the climate changes. Moreover, the government shall strengthen the observation and precaution of such ocean drifting objects, by giving the public early warnings and reduce the impacts of cross-regional pollution.
