dc.description.abstract | 摘要
目前公共工程執行上面臨高地價、高房價致用地取得不易,一但
公共工程延遲將導致城市發展落後並且都市更新被迫暫緩,市地重劃
可以創造政府、市民與土地所有權人三贏的局面,政府可以節省掉龐
大的建設經費,市民可以享受公共建設與重劃公用設施的便利,土地
所有權人也可享受重劃後環境品質提升與土地增值等實質利益,結合
了民間財力與政府公權力以共同完成地方建設。係為未來解決公共建
設用地問題及建設經費主流方式之一。
藉由彙整現行公共工程履約管理規定中有關市地重劃的規劃及
排除施工障礙之項目及對策,並以桃園市經國市地重劃區工程規劃與
執行所遇到的施工障礙原因和解決對策,整理成案例加以分析棎討,
研擬執行過程中各階段不確定因素發生之機率及處理標準作業流
程,以提升工程執行效率。
本研究結論,在辦理重劃區工程規劃與執行上所遇到的難題,主
要聚焦在「用地取得」、「進場施作時機」、「既有管線遷移與銜接」、「施
工界面協調」、「交通維持」及「公共設施點交」等項目,在規劃階段
掌握蒐集前揭相關資訊,可完善做好重劃工程之規劃設計工作,減少
施工階段因不完善之設計造成履約爭議及變更設計影響施工進度,使
重劃工程執行順利。 | zh_TW |
dc.description.abstract | Abstract
Currently, implementation of public works is facing that market price
of land is getting higher and higher. When government needs land to
apply public projects, high land value will cause difficulty in obtaining
land. Once the public projects cannot process, it will make development
of urban area that fall behind schedule and urban renewal forced to
postpone.
Urban land readjustment can create a win-win-win situation for
government, citizens and landowners. Urban land readjustment could save
government a huge construction funds. For citizens, urban land
readjustment can help them enjoy the convenience of public works and
the benefits of readjustment of public utilities. The last win will belong to
the landowner. After the urban land readjustment, the environment quality
will improve a lot also land value will increase. Landowner can enjoy
those substantial benefits.
Urban land readjustment combined private financial support with
government authority to complete local construction. To solve the
problems in the usage of public construction and planning the budgets of
construction, urban land readjustment will be one of the main streams to
solve problems in the future.
By arrange the entire existing compliance regulations of public
works, we will coordinate the newest regulations about the planning of
urban land readjustment and the countermeasures of encountered
obstacles in construction. In this research, we will combine Jinguo,
Taoyuan’s urban land readjustment ‘s case with the existing compliance
regulations’ causes and solutions and organize information to a case and

analyze it. In this research, we will imitate probability of occurrence in
different stages and the standard process in order to enhance of efficiency
in construction.
Conclusions, when we are planning readjustment zone and execute
the construction projects, we will face a lot of problems. This research
will mainly focus on the problems that are "land acquisition,””when
should we apply”” migration and convergence of existing pipeline",
"interface of constructions", "traffic Control "and" public facility
intercourse "etc.. To master collection of related information in the
planning stage can improve the plan of readjustment project. Also we can
reduce the changing and dispute of the construction that cause by the
imperfect design during the construction stage. Those factors will affect
the progress of the construction. To control all the factors will make
