| dc.description.abstract | This study investigates the effectiveness of non-profit organizations (NPOs) undertaking local government contracting out for new immigrants’ vocational training. It is hoped that through interviews with both the NPOs and new immigrants three areas of research will be addressed. The first area of research looks into the current status of NPOs helping new immigrants undertake vocational training and the problems that arise. Secondly, an investigation into local government’s assessment of the effective methods and targets of vocational training for new immigrants. Finally, by observing the employment situation for new immigrants, analyzing the effectiveness of their participation in vocational training.
Both related-literature analysis and in-depth interviews are used collect research data for the purpose of this study – The Taoyuan Training Center Association, and the Association of Aesthetics Education Technique Development, as well as four new immigrants who gave semi-structured interviews. The current situation and problems that vocational training programs are facing come in the form of competition, the number of classes, contractor limitations, funding application, and training programs distribution in the country, so the six problems facing the organization were discussed. In the assessment of vocational training for the new immigrants, the investigation looked into local government NPOs methods and indicators. In terms of effectiveness for new immigrants, they were satisfied with the vocational training, were motivation to participate, and there was an impact on the employment situation from the factor analysis.
The results found that the current government assessment vocational training was effective for new immigrants in terms of being employable, and occasionally there was training observations. In order to enhance the effectiveness of NPOs in the vocational training of new immigrants, arranging companies and manufacturers to conduct training process will match employers and jobseekers. However, a new immigrants employment counseling mechanism during vocational training is still lacking. We found that after the completion of training the majority of the new immigrants did not engage in further vocational training or business related fields, which is a big problem for new immigrants. Finally, this study gives recommendations for improvement of vocational training issues for new immigrants, and proposes research limitations and future prospects. Hopefully the contents of this study can be used as a basis for further follow-up research in this area.
