| dc.description.abstract | 隨著經濟全球化發展，使得國內產業發展及結構皆進行調整與改變，使得國內許多農村地區皆出現產業外移、人口流失、發展衰退的問題，要如何將這些發展停滯甚至於衰退的地區加以活化，將是國家正在面對的難題。因此行政院於103年12月16日完成核定「均衡城鄉發展推動方案」，作為目前解決難題的對策，在「均衡城鄉發展推動方案」下的「農村再生計畫」是代表農村社區活化的希望，「農村再生計畫」主要是透過農村社區居民「由下而上」的自主治理模式推動農村再生計畫，這樣的模式可以較貼近農村的需求，本研究將透過文獻分析與深入訪談將了解農村再生計畫是否有符合其治理模式，並且分析農村再生計畫的提案之過程，本研究主要居民參與理論實證分析桃園市新屋區九斗社區，結論是「由下而上」的過程不一致、需要有適當領導人領導社區、當地社區需要「天時」、「地利」、「人和」能使得社區成功營造。 | zh_TW |
| dc.description.abstract | As economic globalization develops, domestic industrial development and structure changes. Moreover; offshoring, depopulation and recession in development are happened in lots of countryside. Country will face the problems about how to activate stagnant development and regions in the doldrums. Owing the above reasons, Executive Yuan approved programs, Promote Balanced Urban and Rural Development Programs, in 16, December, 2014. It’ll be a one of plans to solve current problems.
Rural Rejuvenation Plan in Promote Balanced Urban and Rural Development Programs represents a hope for activating rural communities. Rural Rejuvenation Plan mainly focuses on self-governance style to promote the project by locals in rural communities. bottom-up approach, it’ll meet rural requirements closely. This essay by document analysis and in-depth interview will study whether Rural Rejuvenation Plan meets the requirements of governance mode or not; and analysis proposal process about Rural Rejuvenation Plan. The conclusions are the process of bottom-up approach is inconsistent. It needs appropriate leaders to lead the communities. When all the stars are aligned, local communities will develop success. | en_US |
