dc.description.abstract行政院公共工程委員會於2013年頒布施工綱要規範「第01103章 進度管理」,以做為國內推動公共工程時程管理的重要參考文件,該文件公告至今已有多年,但公共工程進度延誤之狀況仍於國內工程專案中屢見不鮮,如何更有系統性的解決此一問題,應是推動公共工程必須面對的重要課題。隨著時代變遷,國內時程管理觀念及工具日新月異,但現存的時程規範(施工綱要規範第01103章進度管理)在實務應用上,不足以規範到所有執行者所執行的時程管理相關工作。而國內現行執行公共工程的時程管理相關規定,多分散於各式文件中,且多僅針對主辦機關與施工廠商進行規定,並無針對規劃單位、設計單位、專案管理單位(PCM)、監造單位提出一執行時程管理工作之相關規定,其對於落實時程管理工作造成一定程度的阻礙。本研究透過文獻回顧檢視國內現有的時程管理相關文件,以釐清國內現有的時程管理機制並彙整國內現有之時程管理問題,同時利用案例分析釐清現階段國內時程網圖主要問題與時程規範主要不足之處並推估其原因,再以契約面、制度面、執行面綜整出目前國內時程管理之現況問題。此外,本研究亦透過國內現有的時程管理相關文件,彙整與建立國內整體時程管理架構,並進一步探討其架構中的各項工作項目,以補足現今國內尚無公共工程之時程管理整體架構的問題,最後再經專家訪談以驗證本研究提出之架構之可行性,並提出施工綱要規範「第01103章 進度管理」增補之建議,以利日後各單位參考,進而提升國內整體時程管理水準。zh_TW
dc.description.abstractIn 2013, the Public Construction Commission (PCC), Executive Yuan in Taiwan has issued the outline specifications, 01103 progress management, to be an implementation guideline for managing the schedule of public construction works. Although the specifications have been issued, the problem of schedule overrun commonly appears in public construction works. How to solve the schedule overrun problem systematically would be an essential issue for managing public construction works. As new concepts and tools are proposed, the 01103 outline specifications are incapable of ruling all schedule related works for all stakeholders. It is clear that all schedule related protocols appear in different regulations/guidelines. Most of the protocols are applied for the client and the contractor, not for the planner, the designer, the professional construction management and the construction supervision. This makes the obstacle of unable to manage construction schedule well. This study identifies the current schedule management approaches for public construction works in practice and related problems by literature review, finds the difficulties unable to implement good schedule management practice and the 01103 outline specifications by reviewing real schedule documents and summarizes the schedule management problems in the aspects of contract, institutional and execution. A framework and related works for managing the schedule of public construction works are proposed in this study, and then validated by interviews with domain experts. Furthermore, the comments for improving the completeness of the 01103 outline specifications are also provided. It is anticipated the outcomes of this study can improve the works and the performances of schedule management for public construction works.en_US
