| dc.description.abstract | 本研究先從目前台灣對於公共工程招標制度加以分析探討，道路巡查
招標方式以及其效益進行探討，目前依招標方式不同可分為最低標、評分及
格最低標以及最有利標之方式進行招標，探討此三種招標方式之成效後，最
終評估對於提升道路鋪面工程品質維護之招標方式，評估結果建議以最有
利標之方式進行招標，並利用前述針對各種招標方式之分析，決定道路巡查
最有利標評分項目之選定。
選定道路巡查最有利標評分項目後，本研究進行無差別對象問卷調查
及專家訪談利用歸納分析法，進行評分指標項目之配分標準分析評估，將道
路巡查最有利標評分項目分為六個主要構面，由問卷結果對於專家學者進
行訪談調查後，進行最終之分析評估，得到路巡查最有利標評分項目之配分
標準之，建議後續道路巡查可依據此準則進行最有利標之招標，以達提升道

| dc.description.abstract | This research first analyzes and discusses the public project bidding system
in Taiwan, discusses the road inspection bidding method and its benefits. At
present, according to different bidding methods, it can be divided into the lowest
bid, the lowest grade and the lowest bid, and the most favorable bid. After
comparing the effectiveness of these three bidding methods, the evaluation comes
to the bidding methods for improving the quality maintenance of road pavement
works. Based on above evaluations, the proper bidding method is the most
favorable bidding method. Moreover, the analysis of various bidding methods is
also used to determine the most favorable bidding score for road inspections.
After selecting the most favorable scoring items for road inspections, this
study conducted non-differential object questionnaire surveys and expert
interviews. By using inductive analysis, the evaluation criteria of the scoring
index items were evaluated and divided into seven main structures. On the other
hand, after conducting interviews and surveys with experts and scholars based on
the results of the questionnaires, the final analysis and evaluation were conducted
to obtain the allocation criteria for the most favorable bidding scoring items for
road inspections. In order to improve the road quality, it is recommended that
subsequent road patrols can conduct the most favorable bidding based on this
criterion.
Prosperity is more important than preventing fraud, and encourage
manufacturers to engage in non-price competition and improve the overall
