| dc.description.abstract | 2016 年行政院通過「國家發展計畫－106 至109 年四年計畫暨106 年計畫」規劃從106 年起，在維持財政穩健的原則下，全面檢討及加速基礎建設投資，除了再提升國營事業投資幅度之外，另籌編跨年度的特別預算，推動以軌道、水環境、綠能、數位及地方城鄉發展亮點建設等為主軸的『前瞻基礎建設』。
前瞻基礎建設計畫-提升道路品質(公路系統)為政府特別計畫預算之一，為鼓勵各縣市政府提升轄內道路品質及提升用路人安全性，於審核階段時導入評估標準及審視後續辦理情形作為核定依據，本研究透過文獻回顧、現況分析、工程查核督導成效與成效分析，提供後續政府執行特別計畫預算執行參考，以達執行國家預算效益最大化。 | zh_TW |
| dc.description.abstract | In 2016, the Executive Yuan passed the ＂National Development Plan: 2017-2020 Four-Year Plan and the 2017 Plan＂. It is planned that, starting from 2017, under the principle of maintaining financial stability, a comprehensive review and acceleration of infrastructure investment will be carried out.
In addition to further increasing the investment in state-owned enterprises, it also prepares a special budget for the inter-year period to promote the ＂forward-looking infrastructure＂, focusing on the construction of rail, water environment, green energy, digital, and local urban and rural development hotspots.
The Forward-looking infrastructure plan improving the road quality (highway system) is one of the government′s special project budgets, in order to encourage county and city governments to improve the quality of roads within their jurisdiction and improve the safety of road users.
In the review stage, the assessment criteria are introduced and the follow-up handling situation is reviewed as the verification basis. Through literature review, current situation analysis, project inspection, and supervision effectiveness and effectiveness analysis, this research provides a reference for the follow-up government implementation of the special program budget, in order to maximize the benefits of implementing the national budget. | en_US |
