dc.description.abstract | In order to protect the safety of people′s lives and property, Taiwan′s firefighter regularly take shift system on 24-hour basis, so as to cope with emergencies and rescue at any time. For solving the problem of manpower shortage and service increase, the number of firefighter through general special examination has been increased year by year since 2016, and up to 2020, about 2,400 newly recruitment of firefighters have been put into the ranks. In the case of manpower shortage, it hopes that supplement the combat capability through examination and training can relieve the manpower shortage dilemma. With the increasing demands of the public on fire service and confronted with high pressure and heavy work environment for a long time, the manpower assignment of the field units should be comprehensively considered and timely changed according to the types and attributes of the duty, so the fairness of the duty assignment is of great importance. According to the statistics of the National Fire Agency of the Ministry of the Interior, there are only 12 special fire units in the country, and the duty arranger may not give consideration to fairness and rationality in order to meet the attendance restrictions of members with different attributes, which makes the duty arrangement more difficult.
This study takes the field fire brigade of the fire department of a county government as an example. Based on the mixed integer programming method, the core task of fire rescue was considered by referring to the daily number of team members, attendance limit and reasonable rest time. The mathematical model was established by also taking into account the scheduling conditions of fire rescue energy dispatch to use the Lingo 17.0 software package combined with Mircosoft Excel, so as to quickly solve the optimal manpower assignment results. Compared with previous manual experience scheduling, this study has indeed achieved the goal of fairness, rationality and rapidity. Sensitivity analysis and scheme analysis have been carried out by changing relevant important parameters to observe the overall influence degree and situation adaptation. The results can be used as reference for unit cadre′s duty adjustment and manpower pre-control. | en_US |
