dc.description.abstract	政府採購法自民國八十八年五月二十七日施行以來，機關辦理採購採最低標決標時，對於標價偏低之處理，由於機關與廠商對採購法第58條條文之誤解，導致審標作業時衍生出爭議與誤用該條款。此外，審查投標廠商標價時，機關所訂定之底價是否符合實際營建市場承包之合理金額亦是產生爭議之原因。 本研究針對採購法第58條所衍生之爭議與誤用作一整理，以使機關承辦人員與廠商能正確依採購法之程序辦理公共工程招標標價偏低之處理。並且藉由統計分析理論方法探討公共工程採購發包之價格，以推估出可接受之合理價格範圍，以及利用電腦快速的運算能力來進行統計分析與模擬工程成本，提供承辦人員對其所預估之底價是否具準確性、合理性之參考依據，以解決目前承辦招標人員對於底價訂定合理與否之困擾，並撰寫一電腦程式，以輔助招標決策者進行審標程序作業。	zh_TW
dc.description.abstract	Since the inauguration of the Government Procurement Law (GPL), the review of the bid when the low bid is very low has been a difficult task for contracting officers due the lack of understanding of the Provision No. 58 and mistakes in handling the reviewing process. This problem has led to numerous disputes in the procurement practice. The purpose of this study is to compile the types of misunderstanding and the misuse of the Provision No. 58 to enhance the capability of contracting officer in identifying the abnormal situations of very low bid. statistical simulation and computer code are developed to provide a handy tool in differentiating the extreme low bid from the proper bid range and to enhance the contracting officer’s handling of disqualifying the very low bid tenderers.	en_US
