The PCM of military barracks restructuring, followed by The ROC Armed Forces Refining Program, as reviewing from the viewpoints of specialization and division of expertise, the investment project shall convey and execute to The Military Real Estate Construction Administration of the Combined Logistics Command; and to deliberate a proper way to depute to the outside-contractor, while the project was taken over by The Combined Logistics Command. Especially as the “Government Procurement Law” has been enforced, the way of carrying out varies projects has been approved accordingly. Facing the different needs of the military barracks restructuring, we shall consider using varied methods to carry out the project, not only the traditional self-designed and self- supervised and constructed, but according to the different capability of each department, manpower, authority, confidentiality and timing consume.
This research base on the needed department of military barracks restructuring project, to confer with the difficulty of the procedure and the execution of Military investment project, of which includes the problems of the laws and execution. We can conclude the causes by analysis and discuss the execution of the project from exercising the outside resources, the structure of organization, and the procedure of flowchart. And also to state these three major steps of design, distribute, build and what it really represent upon the execution, within the cycle of project. In the end, analyzed from varied combination of execution, to propose different needs of military barracks restructuring, in the hopes that this can meet the best condition of varied needed projects, enable the military barracks restructuring shall be finished in time, to provide better support to Military Defense Mission. | en_US |
