| dc.description.abstract | 國軍老舊眷村改建是政府近年來之重大施政措施，「國軍老舊眷村改建條例」為法律依據，國防部為該條例之主管機關。正值國內外經濟景氣處於循環谷底，應以標售土地籌措資金辦理改建之方式，受到嚴重衝擊，以致改建進度嚴重落後。「國軍老舊眷村改建條例」及其子法雖已規範民間參與投資眷村改建之模式與獎勵措施，惟迄今尚無民間機構表達參與投資意願，想必未能滿足「有利可圖」之條件。鑒於上述，引發探討民間參與投資眷村改建之獎勵措施與誘因之動機，期能作為政府施政參考，進而吸引民間參與，加速改建進度。
本研究一開始論述眷村改建之全貌、改建落後之原因以及獎勵民間參與投資眷村改建之適當性；於第三章中探討民間參與投資眷村改建之可能模式並歸納出「延遲付款配套以地折抵工程款」為最適模式；復於第四章研提民間參與投資眷村改建之獎勵措施與誘因，並以分析階層程序法（AHP）透過專家學者問卷回收分析，獲致「提高政府延遲付款資金比例」、「政府協助民間機構取得中長期融資」等為重要獎勵措施之結果，繼而於第五章提出結論與建議。 | zh_TW |
| dc.description.abstract | The aged military family dependant villages reconstructing is a significant politic issue in Taiwan. In accordance with “The regulation of reconstructing aged military family dependant villages”, Ministry of National Defense is directly in charge of this program. Due to global economical depression, the reconstructing mode -- raising constructional funds from selling lands by tenders faced the significant impact. Thus, the achieved percentage of reconstructing progress is falling behind the planned schedule. Although “The regulation of reconstructing aged military family dependant villages” and its subsidiary had been stated the models and rewarding programs for civil participation, until now, no one intended to participate in this reconstruction. It might be “no-profit” to satisfy the civic engineering companies. This study is going to probe the motivations of the rewarding and inducing civil participation. It could be a reference when government would like to attract civil participation and to accelerate the reconstructing schedule.
In the beginning of this study, it is an overall review about reconstructing family dependant villages, reasons of delay reconstructing schedule and the suitable way to reward civil participation and investment in reconstructing aged military family dependant villages. In chapter 3，the possible models of civil participation to invest aged military family dependant villages constructing will be discussed. From this discussion, “Delayed payment with using lands to deduct constructional funds” is the best model. Then, in Chapter 4, there is some possible rewarding and inducing programs will be listed. Analysis AHP by way of retrieving questionnaires from experts and scholars, the significant rewarding results are “Increasing the capital percentage of government delay payment”, “Government assists popular organizations to acquire mid-term or long-term financial aid”… and so forth. Finally, the summary and recommendations will be concluded in chapter 5. | en_US |
