| dc.description.abstract | 行政院公共工程委員會為繼續提升國內公共工程施工品質，於民國九十一年八月二十一日發布﹙次年九月十日修正﹚「工程施工查核小組作業辦法」，以取代八十八年修正施行之「公共工程施工品質評鑑作業要點」。有鑑於部份公路工程完工結算、驗收時程過長，影響承包商無法在合理期限內領取工程尾款，影響承包商權益，亦造成主辦機關預算執行績效降低；而已完工道路為顧及民眾權益必須先行開放通車使用，此時又衍生路面及構造物保固期限責任歸屬等問題困擾。
本研究試圖藉由國內不同工程機關之驗收程序相互比較，解析公路總局近年來所採行之品質稽核及稽查成效，嘗試利用施工查核改善及建立分期查驗卅試驗程序、驗收方式，提供爾後修訂相關監造、品管、查核及驗收制度之參考。 | zh_TW |
| dc.description.abstract | For carrying on with promoting the quality of domestic public construction project, Public Construction Council of Executive Yuan published “Construction Audit Subcommittee Performance Guide” in 2002 August 21﹙revised in the next year September 10﹚to replace the former performing guide named ”Quality evaluation performing essentials for Public Construction project” revised in 1999.
In consideration of balance-account and Check-on-delivery processes executed in highway construction project that always wasted time and period was too long for contractor to receive rear pay in a reasonable term, so as to affect the contractor’s rights and interests. And that also brought about an effects reduction of budget achievements in the phase of government organization. While taking rights and interests of public into account, some finished highway project had to advance the time of being open to vehicular traffic, and that will result in perplexity between term of warranty and duty-belong problems in the mean time.
This research try to utilize a compared approach to check some check-on-delivery processes executed by different engineer branch of government, so as to analyze the effects of quality examination/audit system adopted and executed by Directorate General of Highway in recent year. And go step further to use an improvement measures of construction period examination and build up back-check/Test by stages, check-on-delivery process, offering to amend the correlated system of construction management, quality control, audit and check on delivery. | en_US |
