dc.description.abstract | Military construction projects include the construction of camp barracks, defense works, training grounds, airports, piers, school buildings, and hospital facilities. The contents of military construction are extensive. In the military, construction projects are carried out by a sole unit throughout the country. In order to meet the combat readiness, each construction project contains complex works from start to completion and usually involves a large amount of professionals. But at present under the Ministry of Defense’s policy of troop reduction, military construction suffers from the insufficient manpower, which accordingly affects the overall project quality.
On behalf of the owner, the PCM (professional construction management) possess the advantages of reducing owner’s manpower burden and raising the project quality. A turnkey contract also has the characteristics of reducing the work interfaces, enhancing the project efficiency, and shortening the overall duration. For the purposes of reaching the above goals, the military construction adopts the PCM and turnkey contracts to assist the activities of planning, design, construction, and on-site supervising. In the future, they will become the most important execution mode. Budgets of military camp reconstruction projects mostly exceed 500 million that have reached the “suggestion threshold” of adopting a PCM. From the owner’s point of view, this research analyzes the drawbacks of the executed PCM and turnkey contracts over the past few years, discusses and develops the matters to be noted for adopting a PCM under a turnkey contract. Results of this search are expected to provide references for military construction projects in the future. | en_US |
