dc.description.abstract現今政府因財政拮据且公共工程需求趨緩的情況下,國內工程顧問、建築師事務所等為數眾多,在市場供過於求,各公司處於競爭激烈的環境中。有效的提昇競爭力是目前業界的一大重點。如何運用現有人力資源,以快速、有效、最節省成本的方式指派工作並於合約期限內如質如期完成,實為監造專案決策者之重要課題。觀諸國內各公司之決策者在執行監造人力指派時多憑經驗以人工方式指派,此方式在單一監造作業或許可勝任,但在合約要求監造作業相當繁雜及須具備相關監造實務經驗等種種限制下。如何能不浪費人力資源、適時、適量符合監造合約之需求,成為當下決策者所面對的一大課題。 本研究以中、大型監造專案之工作指派模式為研究範圍,採以依各監造合約需求進行指派的觀念,建構整數規劃模式。在實際之執行過程中可隨時依最新條件調整參數,重新規劃指派模式。由本研究之敏感度分析,專案決策者可依據各參數之敏感度變化趨勢,調整人力配置。甚至可重新檢討限制條件及局部監造合約工期調整,以達到充分利用人力資源、節省成本的目的。本研究之模式較適合中、大型監造專案,協助專案決策者解決對執行監造作業之人員指派的問題。 在求解方法上,本模式採依各監造合約之限制,先進行監造工作量化後,再依合約限制進行工程師之指派分析,最後依所需工程師分析相關文書人員、配合工作費、調度作業費用等需求。依專案監造工程師、文書人員、配合工作費用、人員調動數量等限制,訂定各限制式之參數,輸入LINGO 8.0套裝軟體即可直接輸出最佳化之監造成本模式。本研究以模擬一獨立監造專案同時執行數個不同監造合約為範例測試,並比較本研究模式與人工經驗指派方式之績效差異,結果顯示成效良好。本研究內容可靈活運用於指派問題,顯然較具實質性。zh_TW
dc.description.abstractWith the government’s financial difficulties and a lower demand of public construction works, the engineering consultants and architect offices in Taiwan are facing a keen competition for survival. The key factor for their success lies in the enhancement of their competition abilities. Therefore, how to make use of the available human resources, and to assign responsibilities with a view to carry out the project in a quick, effective and cost-saving manner within the expected time and level of quality have become an important issue for policy-makers of inspection for construction projects. From our observations, numerous decision-makers use methods from their own personal experiences when it comes to determining human resource assignments. This may be effective in a simple project, but in a more complicated project, which may require more extensive experience in inspection, how to avoid wasting human resources while meeting the contractual requirements of time and quality is a critical issue which a decision-maker has to face. In this study, an integer programming method based on the concept of contractual-requirement orientation has been established for assigning human resources for large- and medium-sized inspection projects. In actual performance, the human resource assignment model can be re-arranged based on the adjusted criteria corresponding to the new conditions. According to the sensibility analysis in this study, a project decision-maker can adjust the human resource arrangements based on the sensibility factors, and after reviewing the restriction conditions, can even partially adjust the contracted progress schedule to achieve a better usage of the available human resources, which in turn helps attain the objective of cost-saving. The model in this study is found to be more suitable for large- and medium-sized inspection projects and assists decision-makers in resolving any problems related to human resource assignments. For finding solutions, this model first quantifies the work load based on the terms and conditions of the respective contract, then analyzes the assignments of engineers according to the restrictions provided in the contract, and finally, based on the number of engineers, analyzes the corresponding requirements for secretaries, operation costs, and regulatory costs. According to this data, the mathematical formulation is established and fed into the LINGO 8.0 software to find the optimal human resource assignment with a minimum inspection cost. By simulating an independent supervision project in which several contracts are executed, this study tests and compares the differences between the model’s result and the manual assignment performed in current practice. The results are satisfactory and prove that the proposed model is useful for human resource assignments.en_US
