| dc.description.abstract | 隨人類文明逐日進展，地球面臨資源日益匱乏之問題，「永續發展」已成為國際環保工作重要共識。近年來社會經濟與都市高度發展，國內由於諸多問題互相影響，導致建築資源未能有效利用。基於前述目標，本研究藉由專家訪談及座談會研討方式，以公家機關角度廣泛邀請國內工程資源再利用領域相關專家學者、工程顧問業者及公家機關共同討論現行問題，進而提出公共工程規劃設計資源再利用之影響因子及參考方案。
本研究以國內工程顧問業為主要研究對象，包含臺閩地區於公共工程委員會登記有案廠商為對象。研究方法包含蒐集國內外資源再利用相關法令與現況加以綜合分析比較，經由專家訪談及座談會方式尋找推動資源再利用規劃設計之影響因子及建議可行獎勵措施，於影響因子部分分別得出「建立完善法規與技術」、「市場通路」、「再生建材價格」、「非營利之審查機關」及「後續監督管制措施」等五項影響推動工程顧問業規劃設計資源再利用因子。於獎勵可行措施方面則得出「評選時給予直接優惠」、「補助資金」、「補助研究經費」、「低利融資」及「申請專利或政府購買其專利權」等措施。進一步藉由座談會討論提出政府於資源再生產品市場成熟、規範完備及法令未規定業主需強制使用再生產品限制條件下，促進工程顧問業於公共工程進行資源再利用規劃設計之建議獎勵方向:「資源回收再利用法」、「工程技術顧問公司獎勵輔導辦法」、「最有利標評選辦法」、「公共工程規劃設計服務廠商評選作業注意事項」及「機關委託技術服務廠商評選及計費辦法」等，以提供政府機關未來遇及類似狀況實行及民間機構配合參考之用。 | zh_TW |
| dc.description.abstract | Substainable construction has been one of the most important issues as to development of a country. Due to highly developed economic and society of Taiwan, it is desired to accomplish the substantial construction green concept in the construction industry by implementations of promoting resource recycle in the design phase conducted within construction consulting business. Based on the current legal system, laws for promoting construction companies using recycle materials and concepts have brought into practice for years instead of construction consultant business. The purpose of this study is to propose suggestions as the foundation of the recycling-oriented promoting act for the construction consultant business. Collecting related acts and literature from homeland as well as other well developed countries that have practiced acceptably in this field is essential to all aspects in this study, followed by in-depth analysis and comparison of possible alternatives. Finally integrated expertise and advantage features of the alternatives lead to build up suggestions. | en_US |
