dc.description.abstract過去二十年來,歐盟國家的失業率平均而言至少高達8%,而法國的勞動市場又可謂歐洲各國中最不具彈性的一個國家。正當各國政府紛紛致力於解除對勞動市場的管制時,法國政府於1997年採行的每週35工時與2006年推出的首次雇傭契約兩法案,皆引起廣大的爭議。由於年輕族群是目前法國勞動市場中失業問題最嚴重的一環,故本研究從學生的角度出發,設定學歷在大學以上之法國在學學生和即將邁入職場的法國年青人為研究對象,欲探討其對此兩法案的認知。 研究結果顯示,法國青年並不認為35工時法案能夠解除企業僱用障礙,提升勞動市場彈性;35工時法案無法有效創造就業機會,降低失業問題;35工時法案不會削弱工會的力量。整體而言,35工時法案並不是一項成功的勞動政策改革。 就首次雇傭契約法案而言,法國青年認為首次雇傭契約法案能夠提高企業用人的彈性,有助於推動法國勞動市場彈性化;首次雇傭契約法案無法改善就業條件的不平等,有效降低失業率;首次雇傭契約法案大大削弱了工會力量的影響。整體而言,首次雇傭契約法案反映法國政府解除對勞動市場管制的實際行動,但卻仍無法獲得年輕族群認同其為一項成功的勞動政策改革。 此外,應如何解決法國青年失業問題,受訪的法國學生提出下列幾項建議:提供學生實習管道,以累積工作經驗(19%)、宣導僱用無經驗年青人的概念(17.2%)、重新審視現行教育制度,朝向專業化發展(14.7%)、減少企業稅務負擔(12.9%)、發展健全的企業教育訓練制度(12.1%)、重新分配社會補助,以刺激就業意願(9.5%)、鬆綁企業解雇限制(6%)、降低法定退休年齡(5.2%)、鼓勵青年創業(1.7%),以及避免種族歧視(1.7%)。zh_TW
dc.description.abstractIn the past twenty years, the average unemployed rate among the European Union is at least above 8%. Therefore, almost every EU member is devoted to removing government’s restraints on their labor market. In particular, France, whose labor market is the most rigid, carried out two controversial labor policies in 1997 and in 2006 separately, which are “Les 35 Heures” and “Contrat Première Embauche(CPE)”. As the youth unemployment is the main problem in French labor market, the purpose of this study is to understand the perceptions of the young generation on these two acts. After analyzing 345 questionnaires filled in by French college students, the findings of this study are as follows: In terms of “Les 35 Heures”, the French youth do not think that it can lift the hiring barriers for enterprises and augment labor market flexibility. “Les 35 Heures” can not create more opportunities of getting a job in order to solve unemployment problem. “Les 35 Heures” would not weaken the power of the labor union. On the whole, “Les 35 Heures” is not a successful reform for labor market flexibility. With regard to “Contrat Première Embauche(CPE)”, the French youth believe that CPE could provide enterprises more flexibilities to employ new entries. CPE could not improve the inequality of hiring conditions and decrease unemployment rate. CPE imposed restrictions on the function of the labor union. Generally speaking, they approve that CPE reflected French government’s efforts to deregulate French labor market. However, they do not think CPE was a successful labor policy.en_US
