dc.description.abstract中正國際機場自民國68年開始通航迄今已27年,對其所在地的大園鄉而言,並未因機場的設置而遠近馳名,卻由於機場所帶來的土地利用限制如禁限建及嚴重的航空噪音污染等各方面因素造成其經濟發展十分緩慢,而機場所帶來的衝擊究竟有多大,一直以來並沒有相關的研究數據。本研究目的為探討機場的航空噪音對大園房地產交易市場所帶來的衝擊及進一步探討大園鄉實施都市計劃及噪音防制補助等二項政策是否有助於減緩航空噪音對於大園鄉的房地產交易市場的影響。但由於大園鄉房地產市場長久以來交易較不活絡,致使長時間大量的第一級的房地產交易資料不易取得。因此,本研究退而求其次,以民國76年至94年的法拍資料取而代之。 本研究方法為應用特徵價格法,以大園鄉近二十幾年來的經濟發展及噪音之影響為主軸,探討航空噪音與房地產市場之間的相互關係。 經由各類型的迴歸實證模型分析結果,得到以下結論: 一、在房屋面積、土地面積、人口數等特徵變數與房屋價格之間均為正相關,房屋價格隨著其數值的增加而增加。 二、在屋齡方面,與房屋價格呈現負向的顯著關係,研究結果顯示屋齡每增加一年,其對房屋價格的減損效果為4.85%。 三、在距離方面,驗證了機場係為一鄰避設施,離機場之距離愈近則房屋價格愈低。 四、在噪音方面,驗證航空噪音的存在的確會對於房屋價格及土地價格產生減損效果,其折價損失分別為37%及69%。 五、在影響房屋價格的相關政策方面,發現實施都市計劃及噪音防制補助等二項政策,均有助於減緩航空噪音對於房屋價值產生的折價損失。zh_TW
dc.description.abstractIt has already been 27 years for C.K.S.International Airport starting to navigation from 1979. The locus of the airport, Dayuan township, has not been benefits for airport establishment but suffered because the limitation of the land utilization as well as the serious aircraft noise pollution. Such factors bring its economic development slowly. So far, little has been devoted to estimate the impacts on airport because few data are available for a long time. The goal of this research is to investigate the economic impact affected by the aircraft noise of the airport, as well as, the benefit of two policies including the metropolis plan and the subsidy of noise immunity. This research adopts the hedonic price method. Our data comes from the house transaction data of court auction. We collect 3,437 housing transaction data from the year of 1978 till the year of 2005. By using the generalized least square estimation,our empirical results show that: 1. The characteristic variables such as the floor space of building, land floorage and population etc., have positive correlative with the housing prices as expected. 2. The age of housing has significantly negative relationship with the price. The result indicates that the decreasing rate of house price is about 4.85% each year. 3. We confirm the airport has the property of NIMBY, it shows that the near the airport the less the price. 4. We also confirm that the existence of aircraft noises induce the loss of market value in houses and lands. The amounts of loss are about 37% and 69% respectively, compared with the property located in the non-noise area. 5. Considering the government policies related to the area, our results find that both the implementation of city plan and compensation of noise immunity help to reduce the negative impacts on aircraft noises.en_US
