dc.description.abstract | The E-learning resources in the Taiwanese public sector are abundant; however, because of the poor planning at the early stage, those resources cannot be fully utilized and they failed to be accessed efficiently. In order to utilize the E-learning resources more effectively and diminish the waste due to inappropriate use, several E-learning websites provided by the public sectors have to be integrated , and makes them accessibly ready for the people, so as to develop the human resource of the nation.
Naturalistic Inquiry employing qualitative interview was conducted in this study. By interviewing 17 people from the public sectors, the present study explored the current situation of the e-learning resources integration, including the opinions, attitudes, and potential difficulties toward the integration. Then a concrete step was presented as a reference for the integration of e-learning resources in the future.
After analyzing the interview data, the findings were described in the following. Firstly, the interviewees indicated that the current situation of the e-learning development was chaotic, and the resources can’t be utilized effectively. Due to the chaotic circumstances, the integration of e-learning resources has to be implemented immediately. Secondly, there is no the guiding coalition to plan and design the specific processes of E-learning integration. Moreover, a well-designed negotiation system among each division did not exist, so it is difficult to coordinate those divisions when implementing the E-learning resource integration in the future. Thirdly, the difficulties of the E-learning resource integration could be divided into the technical system and the social system. In terms of the technical system, difficulties included computer hardware and software, the function of websites, the compatibility among different platforms, and so on. In terms of the social system, the problems consisted of the decision of the guiding coalition, the merit and reward systems, the negotiation system among all divisions, etc.
Finally, based on the results, a comprehensive e-learning integration processes for public sectors was proposed in the study. The results showed that the integration of the e-learning resources is imperative. Therefore, a guiding coalition should be created first. After the creation of a guiding coalition, the appropriate goal and plan would be developed with the consideration of the current situation of e-learning development, the needs of the divisions and learners. The developed goals and plans should be communicated to each unit that was assigned to implement the e-learning. After implementing the e-learning resources integration, it is necessary to institutionalize new approaches in the public sectors to change the organizational standards, culture, rewards, etc.
