| dc.description.abstract | 桃園縣政治發展在「南北輪政」協議影響後，從1951年後，桃園縣的地方政治發展和縣長、議長選舉，都在協議影響下形成，一直到1997年，發生「桃園縣長公館血案」後，民進黨籍的呂秀蓮參與補選當選後，此一協議才告一段落。
這項協議對桃園客家地區地方政治發展產生那些影響？「輪政」又對桃園客家地區的政治發展產生那些影響？希望利用質性的深入訪談、觀察、文獻及次級資料等，了解協議的形成條件和造成地方發展的影響。
晚近，針對桃園地區政治發展研究較少，大都是以語言、歷史及地理環境來研討桃園縣南北及閩客問題，顯少就地方發展來討論。筆者利用相關資料、文獻，將「南北輪政」協議時的背景，從族群人口比例、政治環境及歷史發展來驗證，形成協議的條件，隨後也提出對中壢地區政治、經濟、文化等受到影響發展情形，讓這對客家地區發展影響協議，一一被解析和了解。
最重要是中壢地區的派系和地方政治發展與客家族群之間關係與整體發展關連，希望利用恩庇待從及社會網絡理論，分析地方派系本質、發展，用微觀方式來觀察中壢地區的地方政治發展。

| dc.description.abstract | Under influence of agreement of rule by the north and south in turn, since 1951, local political development and elections of magistrates and council presidents were made under such agreement. The agreement did not come to an end until DPP Annette Lu won the re-election in 1997 after murder at Taoyuan Magistrate Residence.
What are the impacts of the agreement on political development in Hakka area in Taoyuan? How did rule in turn affect the political development in Hakka area in Taoyuan? The researcher intends to understand the background of the agreement and the influence with in-depth interviews, observation, literature and secondary information.
There have been few studies on politics in Taoyuan recently. Most of the papers discussed language, history and geographical environment on the south and north as well as people from southern Fujian in Taoyuan. Few papers discussed local development.
The researcher testifies the background of rule by the north and south in turn with data and information from ratio of people, political environment and historical development that led to the agreement. Development of politics, economy, and culture in Zhongli affected was also explored to analyze and understand the influence of agreement on development in Hakka area.
The most important is the relation between political fractions and local development in Zhongli and Hakka people and the connection with the overall development. Nature and development of local political fractions is analyzed with Patron-Client theory and social network theory to observe local political development in Zhongli with microcosmic views.
