dc.description.abstract | Affected by the financial crisis in 2008, the telecom industry, whose profit usually is
robust, could not escape from the recession; its revenue in the first quarter in 2009 proved this.
The maijor telcom companies in Taiwan, i.e., Chunghwa Telecom, Far EasTone Telecom, and
Taiwan Fixed Network, showed an annual growth rate of -3.2%, -4.9%, and -2.1%
respectively. Many indicators show that slowing down revenue growth of the industry will be
a trend, and the possibility of a recovery in the short term will be low.
Therefore, carriers have entered the ICT market, providing target customer information
and communication integrated solutions against the decline of traditional fixed-line earnings.
Consequently, this research has two main purposes:
1. To understand the technologies and trends of telecom ICT services used in the
construction industry.
2. To understand the business opportunities and strategies of the telecom industry to
provide ICT services to the construction industry.
This research is an industry case study of one of the major telecom companies. First of
all, research data were collected through surveying relevant documents, then from market
information, cases and customer related information, and then some key people in the industry
were interviewed. With the data collected, the study analyzed the data exploratorily.
This research concludes that construction companies and carriers, through crosssectional
collaboration, will have the following advantages:
1. Constructors can create differentiations to shorten selling time, improve sales rates and
prices, and to have their products achieving "intelligence," "energy conservation" and
"sustainability" more easily.
2. Telecom service providers can raise entry barriers, increase revenues and profits, provide
more information to create long-tail effect, and increase the value-added services through
the cloud computing structure.
3. Homebuyers and householders can have a more convenient life, a safer home, better
intelligent energy saving, and permanent services.
The contributions of this study are:
1. Identify the advantages in the ICT market, and propose suggestions of how telecom
carriers can transform into ICT service providers.

2. Propose strategies and approaches to satisfy and integrate constructors’ needs to
implement the increasingly complicated information and communication technology to
achieve a win-win situation.
3. Reduce the impact from declining voice service revenue through research, and create
business opportunities through the cooperation between different industries.
