dc.description.abstract在傳統自來水管線維修工程案件之人員機具派遣上,多憑經驗法則做適當之調派,在案件量多且人力需求排列複雜時,決策者的調派決定適當與否就成為重要之課題,若調度延遲不但產生不必要之罰款,影響公司之信譽,更是浪費珍貴的水資源。本研究係依每日所報漏水案件,維修廠商之人力及機具指派為研究範圍,利用線性規劃最佳化模式,求出各案進場時間及人員、機具資源指派,提供承商調派決策者調度運籌之參考,以達最快進場及如期完工回報為目標;此外依據各參數之敏感度變化趨勢進行敏感度分析,藉此求得所有案件需要人力機具之最小值,達成人力機具充分運用之目的。求解方法上,本研究將各案件需要人力、機具、工時及報案時間等資料,利用EXCEL 軟體求得各案件報案已過時間等基本資料,輸入LINGO 8.0套裝軟體求解,即可得最快進場時間、人力及機具指派情形等結果。為驗證本模式合理性與實用性,以臺北自來水事業處南區營業分處某修漏承商為範例,進行模擬測試;並以最佳化模式所求得之指派結果與一般人工經驗指派進行比較,以驗證本研究最佳化模式產生的指派結果,確實較人工經驗指派之進場時間來的快,且更有效率。故本研究可靈活運用於先期排程規劃及人員機具增減檢討等規劃問題,幫助決策者精準規劃。 zh_TW
dc.description.abstractIn personnel and machines dispatch of traditional tap-water pipeline maintenance engineering, people usually assign by empirical rule; when there are many cases and personnel needs permute complicatedly, it is very important of whether the dispatch of decision maker is appropriate or not. If the dispatch delays, it not only results in unnecessary fine, affect company’s good reputation, but also waste precious Water Resources.The field of this study includes daily report-back leaking cases, and personnel and machines dispatch of maintenance factory owner; besides, we use linear to map out optimization model, extract the dispatch of approach time and personnel, tool, and resource in every case, offer reference for contact factory owner when deciding about perfect dispatch; finally, obtain the goal of the quickest approach time and finishing case on time. In addition, we carry out susceptibility analysis by following the changing trend of susceptibility in every parameter to acquire minimum of acquired manpower and machines in every case, and then reach the goal of making best use of manpower and machines. In solution matter aspect, we input acquired manpower, machines, working-hour, time of reporting cases in EXCEL software to receive some basic information, such as overtime of every reported case; besides, we input LINGO 8.0 to expect the result of the quickest approach time, manpower, and tool when deciding dispatch. To test and verify the rationality and practicability of this model, we take one of the leaking factory owner in Taipei Water Department, South District Business Office as example to carry out imitating test; besides, we compare the result of dispatch by using optimization model and general personnel experience to test and verify the dispatch result which producing from optimization model in this study, and then make sure the approach time of dispatch by using optimization model is quicker and more effective than dispatch by using personnel experience. In a nutshell, people can use the result in this study flexibly to plan about earlier category and fluctuation of personnel and machines; finally, help decision maker to plan for perfect plan. en_US
