dc.description.abstract隨著公民社會組織日益增多、重要性日益增強的現狀,能夠建立對各國以及地區的公民社會狀況進行評價的體系,其重要性不言而喻,而公民社會指標則是能夠滿足這種需求的評價工具,它透過對具體指標的設計、評價和匯總,反映某地區公民社會的狀態。然而,客家議題在臺灣的討論與重視逐漸提升,客家社團也互動也由結合型社會資本轉向橋接社會資本,並擴張為連結型社會資本,獲取資源,在2010年客家基本法通過之後,更是開啟多元文化發展之里程碑。 有鑑於此,本研究以新北市客家社團最為探討對象,利用全球公民參與聯盟(CIVICUS)所建立第二階段公民社會指標,透過德菲法以及層級分析法修改適合成為測量客家社團之指標,以及各指標之權重,隨後對於新北市客家社團發放問卷,從四大構面,外部環境、公民參與、組織運作、實質影響,評估客家社團公民社會現狀。 而研究發現,新北市客家社團在四大構面表現算是平均,且正向(3.72至3.85,滿分5分),公民參與以及組織運作方面表現略優於其他兩構面,外部環境與實質影響表現較弱,而本研究亦發現,公民社會指標結果與問卷填答者之社團任職情況、參與社團所屬行政區以及社團主要使命類別上有顯著差異。最後,本研究建議未來亦可採取跨行政區之研究,並加入質性研究方法,增加客家社團研究視野,彼此學習與借鑒。 zh_TW
dc.description.abstractWith the steadily increasing and strengthening of civil society organizations and their importance at present stage, it is vital to create a system in order to assess the status of the civil societies in various countries and regions. Hence, the civil society index is used as an assessment tool capable of meeting such needs. Through the design, assessment and converging, such a practical index can reflect the status of a civil society in a certain region. Whereas, in recent years Hakka topics are gradually discussed and emphasized in Taiwan, the interaction among Hakka social groups has been transformed from Bonding Social Capital to Bridging Social Capital, and furthermore, it has expanded into Linking Social Capital for capturing resources. In addition, after the enforcement of Hakka Basic Law in year 2010, the milestone of developing multi-cultures has been built as well. As such, this study was aimed at the exploration of New Taipei City Hakka Social Groups. By applying Delphi Method and Analytic Hierarchy Process, the second phase civil society index (CIVICUS)created by the World Alliance for Citizen Participation was adopted and modified into the appropriate index in measuring Hakka social groups and the weight of various indexes. Then the questionnaires were distributed to New Taipei City Hakka Social Groups to assess current status of Hakka social groups in four major facets including external environment, civil engagement, organization operation, and perceived impact. The study revealed that New Taipei City Hakka Social Groups had performed consistently and positively in four facets (3.72 to 3.85 with the highest score of 5), among which the civil engagement and organization operation demonstrated better than the other two. The external environment and perceived impact were weaker in performance. The study also discovered that significant differences were shown in the results of civil society indexes caused by the social group job position held by the person responded to the questionnaires, the administrative district of the participated social group, and the major mission type of the social group. Finally, this study suggested that in the future, the study can be extended to crossing administrative districts, for the purpose of enhancing the view of Hakka social groups and mutually learning from each other. en_US
