本文主旨在討論戰後初期山地選制的建立歷程。國民政府接收臺灣時，對於原住民問題相當重視。在進行多次的討論以及考察後，對於原住民採取「平等」原則，並且決定創立山地選制。在一連串的準備工作之後，山地鄉在1946年起開始進行地方選舉，現代政制下的鄉、村長將舊有的領導階級取而代之，並且增設民意代表來為地方發聲。但是山地鄉環境特殊，族群生態複雜，讓官方在推動山地選制過程中面臨嚴峻的挑戰。在經過多次修正或者重擬後，才逐漸建立起基本架構。1950年山地鄉長以及縣議員開放人民直接選舉以後，山地選制才開始逐漸完整。
山地選制相當受到原住民的歡迎，戰後初期全省各縣山地鄉的投票率皆有八成以上，可以說是十分踴躍。因為對於部分原住民人士而言，他們雖可能沒有顯赫家世，不過透過這項民主選舉的方式，開始能在地方上嶄露頭角，並且在族群地位中佔有一席之地。因此，山地選制除了是選賢與能的選舉制度外，其背後更隱含著原住民政治菁英與國家之間的互動，雙方將原住民政治社會帶往新的方向。

This article discusses the electoral system of aboriginal how to set up. When the kuomintang government take over Taiwan, it pay attention to aboriginal issues very seriously. After going through several meetings and study,the government decided to set up the electoral system of aboriginal with ＂equal＂ principlent.
After a series of administrative work.In 1946, aboriginal people began an election as local elections. The modern town mayor to replace the traditional class leader, and a privately owned enterprise help people to something. But aboriginal area is special,and ethnic ecological is also complexity. The government is facing serious challenges in the process of promoting the aboriginal electoral system. After repeatedly amended or redrafted, the aboriginal electoral system has a basic framework. However, in 1950, the aboriginal town mayor a elected directly by the people, the electoral system began to mature.
The electoral system of aboriginal welcomed by aboriginal people.In this time,Aboriginal area’s turnout can be over 80%.In addition, for some Aboriginal people, Although they may not have illustrious background , they can take part in an election,to be an leader in the aboriginal area. Therefore, the electoral system of aboriginal is not only an election,but also behind more interactive implied Aboriginal political elites and between countries,and they will take aboriginal society to a new direction. | en_US |
