dc.description.abstract摘要 臺灣桃園國際機場為本國進出世界的門戶,自民國68年啟用營運以來迄今已逾30年,其機場跑道為提供飛機起降安全空間。近年來由交通部民航局積極擬定機場整建計畫,並經行政院核定為「臺灣桃園國際機場道面整建及助導航設施提昇工程計畫」。此計畫經總顧問MAA/NACO規劃其機場跑道以柔性路面設計取代PCC工法,而柔性路面以瀝青為主要施工材料,瀝青亦為飛機輪胎直接接觸跑道的面層,另在鋪築面積大、工期短之情形下,並且在同時要維持桃園機場營運情形下,瀝青廠商之施工品質與供料能力,實為本計畫成敗關鍵。 本研究背景係以政府採購法最有利標所評選出統包商之角度,遴選有能力擔當本專案之瀝青廠商,建立瀝青拌合廠評選準則。研究方法部分,以AHP層級分析法建立履約管理、生產管理、品質管理、施工管理等四大指標,及其各分項指標,並進行專家訪談,建立並計算各指標權重,再以BORDA’s序位法建構評選準則,最後以桃園縣境內瀝青廠商進行模擬評選作業及專家驗證確認準則,供得標之統包商參考遴選瀝青協力廠商,以貫徹最有利標精神,健全公共工程品質。 zh_TW
dc.description.abstractAbstract Taiwan Taoyuan International Airport (TIA), the gateway of Republic of China (R.O.C.), has been operated over 30 years since its opening in1979. The runways of this airport provide a safe space for taking off and landing of aircrafts. As the airport renovation was actively planned by Ministry of Transportation and Communications Civil Aeronautics Administration in recent years, “Taiwan Taoyuan International Airport Pavement Rehabilitation and Navigation Facilities Upgrading Project” was approved by the Executive Yuan. In this project, flexible pavement method was chosen instead of PCC type in runway engineering by MAA/NACO, the genral consulant. The asphalt is the main material for flexible pavement method and the asphalt layer is also directly contacted with tires while airplanes take off and land. Due to pavement areas were very large, project duration was very short, and have to keep TIA operation at the same time, construction quality and material-feeding capabilities of asphalt manufacturer are the key issues for this project. This research’s background is based on general contractor’s point of view to select criteria of asphalt mixing plant for airport pavement renovation. Contract management, production management, quality management, and construction management, were established by using Analytic Hierarchy Process (AHP) method for this research. We then made a visiting and questionnaire surevys with experts to create and decide the weights of each indicator. The selection criteria were determined by the BORDA’s ranking method. We finally chosen some asphalt contractors in Taoyuan County as a case study for simulaton and verify the effectiveness of the selection and expert recognition criteria. With the reference system of asphalt third-party contractors supports the turnkey contractors to carry out the spirit of the most favorable standards and improve the quality of public works. en_US
