| dc.description.abstract | 競爭激烈的時代，由於跨疆界之政治、經濟、社會、文化關係等層面的正增強，整個世界逐漸變成「具有一體意識的世界」，使得文化出現近趨於同化的現象，所以一個國家要能夠在世界中脫穎而出，必須依賴其該地的特有文化以及特殊產業的 發展能力；另一方面，國家政府職能開始轉變，掌握整個社會脈動的除了公部門與私部門以外，具備創新、彈性等特質的民間社群團體或是非營利組織的影響力也越來越大，「治理」概念便開始受到重視。本研究以多元層次的文化治理概念探討客家桐花祭與日本櫻花祭之間的差異，客家桐花祭是因族群意識提升和文化政策驅使之下的產物，富有深刻文化意涵並且持續平穩的發展當中，而相較鄰近的國家──日本，其特殊的社經發展歷程與豐富的歷史文化，造就出一番獨特的文化底蘊，尤其是與日本櫻花祭，仍是當前台灣望其項背的目標。
透過深度訪談的質化方式，分別從文化政策、文化經濟、公民社會三個途徑去分析客家桐花祭與日本櫻花祭中，公部門、私部門與第三部門所扮演的角色，論述其節慶文化化、文化節慶化的治理過程，並分別歸納出客家桐花祭與日本櫻花祭的文化治理架構，進而以日本櫻花祭為學習對象，對客家桐花祭提出政策建議。

| dc.description.abstract | Due to the improvement of relationships between international politics, economy and society, the whole world has gradually become a world with the same consciousness; there has been a phenomenon of cultural assimilation in the highly competitive era. Therefore, a country must rely on the unique culture and special industrial development in order to stand out in the world. On the other hand, the functions of national government started to change. Besides the public sector and the private sector organizations, the folk community and NPO, which has innovation and flexibility, play more and more important roles in the society. Therefore, the “Governance” concept began to be taken seriously.
the study uses “Culture Governance” concept to explore the differences between the Hakka Tung Blossom Festival and the Japanese Cherry Blossom Festival. By literature review and in-depth interviews, the study goes through cultural policy, cultural economic, and civil society these three ways, to analyze the roles of public sector organizations, private sector organizations and third sector organizations in the Hakka Tung Blossom Festival and the Japanese Cherry Blossom Festival. In addition to talk about the governance process of culture festival, the study generalizes a conclusion of the culture governance structures of the Hakka Tung Blossom Festival and the Japanese Cherry Blossom Festival. By such conclusion, the study makes policy advices to the Hakka Tung Blossom Festival by taken Japanese Cherry Blossom Festival as a learning model.
