本論文主要分析汐止居民對於房屋與內容物的颱風水災險心目中所願意支付的保費，依據汐止市公所所提供的民國90年納莉颱風水災淹水戶資料，選用郵寄及親自訪問兩種問卷方式來收集資料，問卷中所使用的問題型式分別為支付卡以及開放式問題型式，而在顯示性偏好的工具下，整合經濟理論並使用隨機效用最大化模型衡量補償剩餘和當額剩餘。
實證方面，使用logit模型、probit模型以及tobit模型，來評估損失、願付保費、投保意願三個被解釋變數與個人特性變數、房屋特性變數兩類解釋變數之間的關係，以及估計支付卡問題型式平均願付保費。
最後，可得到實證結果如下：
(一) 民國87年瑞伯、芭比絲颱風水災汐止居民抽樣的364戶中願意投保的比例為35.5%，而民國90年納莉颱風水災汐止居民抽樣的446戶中支付卡題型的願意投保比例：方案一為47%，增加11.5%，方案二為56%，增加20.5%。
(二) 民國87年瑞伯、芭比絲颱風水災汐止居民願付保費為0元者佔39%，1仟~2仟元者佔22%，5佰~1仟元者佔19%；民國90年納莉颱風水災汐止居民方案一願付保費為2萬元者佔41%，1萬元者佔15%，1萬2仟元者佔11%，方案二願付保費為2萬元者佔51%，1萬2仟元者佔12%，1萬元者佔8%，而開放式題型回答率72%中的願付保費為1萬元者佔24%，5仟元者佔15%，2萬元者、0元者佔10%，3仟元者佔9%，由此數據也可看出，汐止居民願付保費的確有大幅增加的趨勢。
(三) 開放式題型的平均願付保費為11275元，去除2%的上限值，則平均願付保費為8343元，而支付卡題型方案一平均願付保費為8054元，方案二平均願付保費為11168元，由以上數據可知，汐止居民平均每年願意支付保費為8054~11168元之間，此研究數據有助於未來相關單位政策擬定的參考依據。
