摘要(中) 研發全球化的現象在1980年代以後稍具雛型,此一波的研發全球化從過去單純、獨立、戰術性的研發任務,迄至目前為止,已演變為相互依存、全球協調以及具策略性任務的海外研發活動。在全球競爭環境愈趨激烈之情況下,跨國企業必須透過研發分權化,在全球各地之子公司設立適當的研發單位,才能有助於企業妥善、有效地運用全球科技資源,進而更形鞏固全球競爭優勢之地位。
為促成台灣與全球創新研發資源接軌,提升台灣於跨國企業全球化策略佈局之地位。政府提出「鼓勵國外企業在台設立研發中心」計畫,極力促成從事產業科技發展的有關設計、研究、開發、實驗或研發服務的跨國企業,在台設置獨立且長期運作的研發組織。本研究整理發現:自2002年計畫正式開辦以來,截至2004年3月底為止,共鼓勵來自美、歐、日三地共16家跨國企業投資我國七大類產業的19家研發中心,其中產業類別多傾向於電子、軟體類以及跨領域。
研究發現吸引跨國企業來台設置研發中心之主要因素乃跨國企業希望藉由我國深具垂直分工特色的產業聚落優勢,在台設立研發中心可善用產業聚落的緊密供應鏈關係,大幅降低與製造商間往來溝通協調的運輸、通訊成本以及產品的設計成本,並壓縮產品的研發時程。利用與我國產業之搭配,強化產品研發的策略夥伴關係,故其亦願意將國外高級人才及關鍵技術引入台灣,使與台灣的人才資源以及產、官、學、研各界之技術資源技交流,與我國產業共同發展下世代,獲得更大的利益。
