目前政府為刺激景氣循環,將陸續推出擴大內需方案及公共建設,因此預期未來營建產業仍是生機待發。倘若營建業仍依循過去傳統的人力指派作法,則可能將面臨人力的浪費,而導致營運成本的提升;因此一良好之人力指派決策模式,可望幫助管理者有效的使用其有限的人力。本研究針對營建工程短期的現場管理人力派遣規劃問題,發展一最佳化之人力指派模式。 本研究以最小總額外支出為目標,考量相關的營運限制,建構一整數線性規劃模式,並利用LINGO軟體求解模式,以求得公司短期最低的人力成本及最佳化的人力指派。最後本研究以國內某營造廠於2007年所有專案之人力指派問題為例,進行範例測試,並比較人工經驗指派之效益,結果顯示本研究模式的成效良好,應可為實務界之參考。 Nowadays, in order to stimulate the economy, the government plans to implement expansionary macroeconomic policy as well as public construction spending. Therefore, the future of construction industry is promising. If construction industry still follows the traditional method for assigning labor force, it is possible to see the loss of human resources as well as the rise of operating cost. Consequently, a sound model useful for of labor force assignment decision will help managers effectively allocate their limited labor force. The research develops an optimization model for the short-term labor force assignment in on-site construction. To obtain the lowest short-term labor force cost and to optimize labor force assignment, our study aims to construct a linear programming model with the objective of minimizing the total expenses, by considering related operation constraints. The model is solved using LINGO software. Finally, the research uses a special project of labor force assignment from a local construction company in 2007 as a sample. After testing the case and comparing the benefits from the assignment of human experiences, we find our model is effective and could be taken consideration in practice.
