    Abstract: 中文摘要 近年來,因為生活水準與教育水平的提升,使得民眾的環保意識逐漸抬頭,每個人對於自己周遭生活環境品質日益重視。目前都市人口每天所排放之生活污水大多僅經過化糞池做簡單的處理後,就直接排入了排水溝渠中,這樣的作法使得都市排水側溝不但容易造成惡臭、藏污納垢、蚊蠅叢生,亦嚴重影響居家生活品質;污水流入河川污染水源,更是造成河川水質嚴重惡化甚至影響飲用水水源安全的主要原因。為了解決這個問題,污水下水道系統是目前普遍認為能解決都市污水的最佳方案。 而以BOT(Build-Operate-Transfer,興建-營運-轉移)方式吸引民間資金,是目前在政府財政窘境下仍能快速推動污水下水道建設的捷徑。由民間籌資可紓解政府短期財政負擔,且由於中央補助營運費用,可減輕地方政府及民眾之負擔,國家的形象及競爭力更可以得到提昇,創造多贏的局面。政府也逐漸重視到下水道建設的重要性,而如何加速推動污水下水道建設也成為政府在思考的重要課題。 行政院於93年5月31日行政院院會中指示擴大採取BOT手段,推動污水下水道興建,經內政部營建署研議後,目前已擴大為全國三十六個污水系統採用BOT方式辦理。 本研究案例高雄楠梓污水系統BOT案為全國首宗污水下水道系統建設BOT案核定計畫,本文以高雄楠梓污水系統BOT案為案例,由工程技術面與財務面探討污水下水道系統BOT之實際執行時應考量事項,及汙水廠興建分期方式對本案例之影響與利益,希望能成為未來污水下水道系統BOT評估及規劃之參考。 Abstract People pay more attentions to their living environments as the living standards arise. So far, in Taiwan, the domestic wastewater is only roughly treated by a septic tank before discharged into sewage drains, which causes hygiene problems and deteriorates the living quality. Discharges of improperly treated wastewater also contaminate the rivers and further influence the drinking water quality. Therefore, the sewage system and the wastewater treatment plant should be built to resolve such problems. Build-Operate-Transfer (BOT), which attracts nongovernmental funds, helps a government to construct public facilities and ease the financial burden. The subsidies from the central government for operation also help the developments in locals. As the government notices the importance of constructions of sewage systems and wastewater treatment plants, how to speed up the construction of such facilities has also become an important issue. This Nan-Zi sewage system in Kaohsiang is the first BOT construction of sewage systems in Taiwan. This research uses the Nan-Zi sewage system BOT case in Kaohsiung as an example to study the important issues from the aspects of engineering and finance. The influences of multi-staged construction on this case are also analyzed. This study will provide more information for assessing and designing sewage-system BOT cases.
