過去數十年來，由於工業快速發展，台灣建立了許多工業區。同時，工廠廢水排放也造成河川污染的問題。工業區雖可統一廢水處理的管制，但若管理不善也可能造成更嚴重的環境污染。因此，如何有效控制工廠的廢水排放成為一重要課題。 由於工業區的廢水排放會直接影響水質，因此，除建立整合式的污水與廢水處理廠，以處理工業區廠商所排放的廢水外，建立一套管理工廠廢水排放的機制是相當重要的。本研究比較兩種不同類型工業區的廢水水質及其管理方式，這兩種管理系統的優缺點，例如，稽查、收費與水質分析，均在本研究中逐一檢視。本研究的發現是：工業區的管理應同時注重稽查與廢水處理的收費系統，而非不必要的業管單位介入。因此，我們應在工廠性質與工業區廢水水質的基礎上，發展一套健全的管理政策。根據使用者付費的原則，建立合理的收費系統，對高危險的污染者，例如，重金屬，則應考慮額外收費。當然，稽查系統也有助於預防廢水的不正常排放，以及減少其對水域環境的影響。 Many industrial parks were established as the industry develops rapidly in Taiwan during the past decades. During the same time, wastewater discharged from factories caused pollution of rivers. The industrial parks could integrate the management of wastewater treatment, but improper management may also generate more serious pollution to the local environment. Therefore, how to effectively control the discharge of wastewater from factories becomes an important issue. The discharge from an industrial park directly affects the water quality. Apart from establishing an integrated sewage and wastewater treatment plant to treat the wastewater from factories in industrial parks, it is important to build a policy to manage the discharge of wastewater from factories. In this study, two different kinds of industrial parks were chosen to compare their wastewater qualities and managements. The advantages and disadvantages of these two management systems, such inspection, charge, and water quality analysis, were investigated. It was concluded that the management of industrial parks should put emphasis on both the inspection and the wastewater charging systems rather than installation of unnecessary operation units. A complete management policy should be developed based on the characteristics of the factories and wastewater quality in the industrial park. A rational charge system should be based on the principle that the paid-by-the polluter and an extra charge for hazardous pollutants, such as heave metals, should be considered. The inspection system also helps to prevent abnormal discharge of wastewater and to reduce the impact to the aqueous environment.
