    Abstract: 橋梁為交通網路系統之重要結構,此一結構系統的損毀或失去其功能將造成國家整體經濟及社會運作之衝擊。造成橋梁損壞的原因可分為人為及自然災害二項主要因素。人為因素主要涉及規劃建造及維護等法規制度的執行成效。而自然災害所造成的衝擊程度則直接反應於橋梁設計和維修時對自然災害因子所考量的深入程度。本研究計畫為前期87年度「橋梁設計維修支援系統-地震、沖刷、腐蝕潛勢分析及相關技術之整合」研究案之延續,此一整合型研究案規劃之主要目的,即是面對我國橋梁結構現有之損壞情況,必須在傳統的橋梁設計中,重新檢討自然災害,如地震、沖刷、土石流及腐蝕環境等對橋梁系統的影響,建立台灣地區橋梁相關影響因子的潛勢分佈,並提出各自的危害評估及防治方法,作為設計及維修人員之參考,並將自然災害的危險性回歸於橋梁設計方法及維修技術的執行步驟之中。關於地震、河床沖刷及大氣腐蝕的研究,多各自獨立於政府橋梁監理單位的多年研究規劃中,部份的研究亦已有初步之成果,但仍需作進一步之修正評估及整合。本年度研究計畫之主要內容為收集台灣地區地震、沖刷、腐蝕等災害與現有危害評估及防治方法之相關資料,即是對現有國內橋梁自然災害危害評估及防治方法(見圖一),在整體橋梁設計維修架構之下進行整合,期研定出一較完整之支援系統,作為橋梁管理及設計維修人員應用之參考。本年度計畫內容包括地震危害評估與微分區,初步防蝕準則妨礙與河流沖蝕潛勢及橋墩保護工法研究等項。 Bridges are the important structures of transportation network system. The normal operation of a society will be interrupted if the structure of a bridge has been damaged and losses its function. The natural disasters and the improper artificial actions are the primary factors by which the damage of a bridge will be induced. The extents of impact on the society from the natural disasters are highly related to the depth of consideration on influence of the natural disasters in the design and maintenance of bridges. The present study is the continuous work of the study entitled “ The Supporting System of Design and Maintenance of Bridges --- The Integration of Earthquake, Scouring, Corrosion and Related Techniques”. The objective of the studies are to propose methods for hazard assessment and mitigation of bridges considering the influences of earthquake, scouring and corrosion by setting up the hazard potential of these natural disasters. The risks of natural disasters will be merged into the design procedure and techniques of rehabilitation of bridges. In fact, research works on this regard have been performed independently in many organizations and preliminary results have been obtained. Nevertheless these results have to be revised and integrated to provide more effective products. The contents of the present study in this year are to (a) collect information concerning the earthquake, scouring and corrosion environments of Taiwan area and techniques of hazard assessment and mitigation of bridges and (b) integrate them into the framework of design and maintenance of bridges.
