    Title: 產業政策研究成果之運用研究;Research Project on the Utilization and Integration of Current Industrial Policy Research Resources

    Abstract: 我國製造業之發展,歷經民國四十年代進口替代、五十年代出口擴張、六十年代發展資本及技術密集工業、七十年代積極發展高科技工業、設立科學工業園區,以及八十年代進行產業結構調整,促進產業升級。為了使我國產業在國際市場競爭上具有優勢,長期以來,政府思考要發展那些產品或產業,如何讓這些產業發展,規劃什麼產業政策引導產業發展,使用什麼措施或政策工具,這從鼓勵發展高科技產業、開發關鍵零組件、設立科學園區以及加工出口區、制定促進產業升級條例及研發補助等產業發展重要措施可以看出,也創造了令各國稱羨的經濟奇蹟,然而在二十一世紀,面對國內外經濟情勢急劇變化、知識經濟時代,以及全球化趨勢,如何就我國所處環境與發展狀況規劃出確實可行之總體產業政策,以因應產業發展所面臨之問題,實為迫切及重要課題。本計畫重點即是針對國內外政經社會環境、台灣具有的資源條件及我國在全球經濟扮演的角色等產業經濟情勢,建立一套結合產官學集思廣益之運作方式,全面性的思考未來台灣產業發展方向,並研擬未來台灣產業發展政策,以及因應經貿情勢變化提供機動性與時效性產業經濟諮詢功能。值得注意的是歷年來工業局產業政策組每年均委託國內主要經濟研究智庫進行相關的產業政策研究,惟各受委託的研究機構之間並沒有適當的機會彼此之間就許多重要的產業發展政策議題進行深入的討論,為此,本研究計畫的主要目的之一便是建立起一討論平台,在此平台上,國內各主要經濟研究機構進行產業政策相關的專家學者、各大學及中研院等機構之學者、業界代表及政府相關官員即可在此就相關議題進行深入討論,而此,將有助於產業政策的釐訂。為使上述的討論平台能夠順利運作,並期於每月的研究工作會議中能獲致豐碩的討論成果,於本計畫中,相關國際產業動態資料的收集、國內重要產業資訊的掌握、與每月會議相關的產經文摘的製作以及每月討論主題資料的收集、彙總及議題之研擬等,均是本研究計畫工作的重點。本計畫希望藉由此一運作體系之推動,它不但能強化國內經濟研究智庫之間對產業政策之橫向互動與討論,同時它也可以對台灣今後的永續產業發展之提升有具體的貢獻。 The development of Taiwan's manufacturing industry can be decomposed into several different stages. In the 1950s, it was characterized by import substitution policy and in the 1960s by export expansion policy. In the 1970s, the focus shifted to the development of capital- and technology-intensive industries, and in the 1980s to the development of hi-tech industries as well as the establishment of science-based industrial parks. Finally, in the 1990s and until now, the main focus has been on changing the industrial structure so as to promote industrial upgrading. How to enhance Taiwan's industrial competitiveness in the international market and how to promote the development of targeted industries are some of the key questions that policy-makers are specifically examining. As such, we can see that some of the earlier policies such as promoting the development of hi-tech industries, developing key component industries, establishing science-based industrial parks and export processing zones, promulgating the Statute for Industrial Upgrading and policies aimed at subsidizing R&D activity are some of the key government policies that may be attributed to the ''economic miracle'' in Taiwan. However, as we begin the 21st century Taiwan is facing drastic changes in both its domestic and international environments and, in addition, this age of globalization and knowledge-based economies calls for effective industrial policies to effectively respond to the challenges. With this in mind, the main purpose of this research project is to establish an effective forum so that experts from research institutions, universities, and industry can join policy-makers in establishing a platform on which to thoroughly discuss relevant industrial policy directions in light of the resource endowments/constraints that characterize the Taiwan economy now and the potential industrial role that Taiwan can play in the global economy in the future. This platform is able to serve as a consultation group for the industrial policy division of the Industrial Development Bureau (IDB). It is important to note that the industrial policy division of the IDB has each year commissioned major economic think tanks in Taiwan to conduct relevant industrial policy research. There is, however, very little horizontal dialogue among these think tanks on various industrial policies. Therefore the major purpose of this research project is to pool all of the relevant research and bring all of the experts from these think tanks together in order to assist the IDB in formulating timely and responsive industrial policies. To facilitate the operation of a monthly consultation meeting, this project will involve the collection of relevant information on Taiwan's international industrial status, as well as the preparation of abstracts or digests on relevant research reports and academic papers in order to provide a valuable source of reference for the consultation meetings' members. It is hoped that this mechanism will not only enable the horizontal interaction among various important economic think tanks in Taiwan to be better established, but also that quality policy recommendations will be made that will contribute to sustainable industrial upgrading in Taiwan in the years ahead. 研究期間:9302 ~ 9312
