Abstract:	本研究計畫的目的在於探討外人來臺投資與國人對外投資對臺灣環境永續性的影響分析，俾由學術研究層面提出永續發展政策建議。探討已開發國家及開發中國家的外人直接投資與環境污染議題中，主要著眼於：污染庇護所假說（ pollution haven hypothesis）、污染光環假說（pollution halo hypothesis）與規模效果（scale effect）的合理性。本研究計畫將藉由過去不同年度的主計處工商普查資料、經濟部工廠校正資料、對外投資調查資料與環保署空氣污染源資料來探討上述三個假說，進而檢視對臺灣環境永續性的影響。本研究將分別由產業與廠商的觀點分析，採用經濟計量分析模式，利用準實驗性（quasi-experiment）、差異分析法（difference-in-difference）與習性配對法(propensity score matching method)等研究方法進行探討。本研究將探討外資廠商與國內廠商在環保支出間的關係。廠商資本結構與環保護支出與空氣污染排放間的關係。研究對外投資與國內營運間的關係，分析87 年與93 年間空氣污染排放的差異效果。本研究的預期成果除能進一步驗證污染庇護所假說應用在臺灣廠商與產業資料的合理性外，亦有助於對國內環境保護與經濟發展的爭辯及永續發展政策上提供一實證研究上論證的基礎。研究期間：9608 ~ 9707
