    摘要: 在地球環境中,水維繫所有生態體系運作所必備之物質,近幾年來,全球氣之候變遷及極端異常已是不爭的事實,颱風豪雨及乾旱發生的強度越來越高,影響的時間也越來越長,且在人們居住生活不斷持續的都市化與工業化的發展下,水源穩定供應之問題,在區域發展之環境限制因子中最為重要的一項,亦是地區永續發展中的決定機制。 在水資源工程開發初期階段,除了評估計畫可行性之外,一併考量並導入生態工法及節能減碳永續利用之原則,本研究係參考行政院公共工程委員會「永續公共工程評估指標」、國立中央大學營建管理研究所「97 年度建立永續公共工程指標系統之研究專案研究計畫」及相關文獻資料、設計專家問卷調表,並以工程主辦機關、工程顧問公司及施工廠商之專家進行訪查,採用李克特量表之五個單數來表示強弱程度做統計分析,建立水資源空間永續利用規劃階段評估準則,期望透過本研究之評估準則能落實規劃階段永續公共工程品質指標提升及加速推動之情形。 並以中庄調整池規劃為例,針對大漢溪廢河道用地規劃開發分析探討,運用策略連結周邊水資源設施及規劃營造該地區空間環境,評估驗證所建立之指標,最後再以SWOT分析探討中庄調整池規畫階段的發展潛力與限制,研擬出策略,進而提出改善相應之對策之方式,增進中庄調整池水資源環境空間永續之利用。 本研究成果:1.建立建立水資源空間永續利用規劃階段評估準則;2.以中庄調整池規劃為例,評估探討並驗證所建立之指標;3.藉由SWOT分析對策之擬訂,導入本研究案水資源環境空間永續利用評估指標,強化中庄調整池規劃案之可行性及永續性。 Water is essential for all ecosystems on earth. The amount and intensity of typhoons, torrential downpours, droughts, and floods have been increasing. Climate change and extreme weather conditions thus have become an issue of importance in recent years. Such factors, including urbanization and industrialization, in turn, make stable water supply the most important condition that influences regional development and sustainable development. At the initial stage of water resources construction, the construction should be evaluated to determine its feasibility. Engineers should also evaluate the feasibility of ecological and sustainable engineering methods at this stage. This research is conducted based on The Assessment Indicators for Sustainable Public Infrastructure published by the Public Construction Commission, Executive Yuan, The Research Project of Assessment Indicators Establishment of Sustainable Public Infrastructure, 2008 published by the Graduate Institute of Construction Engineering and Management of National Central University, and other related references. The researchers surveyed construction experts in construction administration institutes, consulting companies, and construction companies. The intensity of data is analyzed with Likert scale and is expressed in five levels. The principles for sustainable management of water resources at the planning stage were subsequently established on the basis of the results. Such principles are expected to help promote the implementation of indicators for sustainable public infrastructure at the planning stage. This research, which aims to analyze and study the development plan of the course of the Da-Han River, is a case study of the Jhongjhung lake. Strategies are applied by the researchers to utilize proximal water resources, and to develop plans for the development of the course of the Da-Han River. Related indicators are also examined in this research. SWOT is applied to analyze and discuss the potential and limitations of the Jhongjhung lake at its planning stage. We expect that we can improve the environment of the Jhongjhung lake and achieve sustainable management. The contribution of this study is as follow: first, build criteria to evaluate how to plan and utilize water resources construction; second, evaluate and verify the established indicator by means of referring to the case study of Jhongjhung Lake; third, robust the feasibility and sustainability of this planning by means of setting SWOT analysis and add the indicator to this planning.
