摘要:	我國之災害防救法於民國89年頒布，其中針對國內各項災害防救工作已有原則性之規範，惟實務上從中央到地方政府之災害防救體系仍多為兼辦性質，因而導致像莫拉克風災此種大規模複合型災害發生後，政府之應變作為無法迅速滿足民眾之各項需求，而隨著各界批評聲浪接踵而來，不僅暴露出我國地方政府救災能量的貧乏，也突顯出我國防救災體系仍未臻完善。本文以本國三層級政府現行災害防救體系所遭遇之問題為例，延伸探討我國未來地方政府成立一足夠位階、符合專責單位及專職人員之災害防救單位之必要性，以充分發揮溝通、協調、整合、規劃以及督導之功能。以桃園縣來說，正值升格直轄市之歷史性時刻，若能全力推動設置該縣及鄉鎮市「災害防救辦公室」，當可成為全國各縣市之表率，並為災害防救史上寫下嶄新的一頁。 “The Disaster Prevention and Response Act” was announced in 2000, in which principles of prevention and response for all kinds of disasters are regulated. However, the disaster reduction systems within central or local governments are all collateral units. When disasters of large scale such as typhoon Morakot occur, the government is not able to response promptly to people’s needs, resulting in criticism from the public. This shows that our local governments are in lack of the ability to response to disasters, and also that our disaster reduction system is incomplete. This essay uses the problems that disaster reduction systems within three levels of governments have encountered for example to further discuss the necessity for local governments to establish a higher-ranked disaster reduction unit operated by responsible unit and personnel to serve the functions of communication, coordination, integration, planning, and supervision. Taoyuan County is now upgraded as municipality. If it can work on establishing “Disaster reduction office” during this historical moment, it can serve as the leader among all cities and counties, setting a milestone in disaster prevention history.
