    摘要: 中文摘要 近年來隨著氣候變遷,山區道路承受極端強降雨之影響,道路損害加劇,山區道路養護日漸不易,中央主管機關除了公路總局所管養之省道外,大部分是由地方政府所管理,除了養護經費、人員不足外,其資訊化程度亦是大幅落後,是有必須加速建立資訊化管理系統,以因應未來的挑戰。 本研究是以鄉鎮市區公所為山區道路維護管理的需求角度出發,以新北市烏來區公所維護單位為例,利用網路免費資源「Google Earth」及「Google相關周邊軟體」之雲端運算應用,透過專家訪談及系統實作之方式,建置山區道路資訊整合應用系統,包括路平專案、山區道路防災、道路巡查及觀光資源四大項,並搭配智慧型手機或平板電腦作為道路巡查工具,以提升道路巡查即時性。另外,提供給民眾相關山區道路資訊使用查詢,增加政府施政透明度,以達成山區道路永續發展及資訊化管理的目標。ABSTRACT In recent years, with climate change, a torrent of rain usually damages mountain roads badly. Mountain road maintenance becomes more difficult. Except for the highways maintained by the Directorate General of Highways, Ministry of Transportation and Communications, the majority of mountain roads are managed by the local government authorities. Besides the short of management budget and staff, the local government authorities’ informatization falls behind a lot. It is urgent to establish information management system to cope with future challenge. This study is based on the demand of townships district offices for managing mountain roads. In the case of Wulai District Office, New Taipei City Government, the District Office uses internet free resources like “Google Earth” and “Google-related peripheral software” of Cloud Computing applications, expert interview, software implementation, to build mountain road information integration system. The system includes the Proposal of the Smooth Road, mountain road disaster prevention, road inspection management, and tourism resource. The system combined with smart phone or tablet PC as road inspection tools can improve real-time mountain road inspection. Further, the District Office provides the public with the related mountain road information for search and increases the transparency of government policy to achieve the goals of mountain roads sustainable development and informatization management.
