微型金融在2006年諾貝爾和平獎因為「和平無法長久,除非大多數的人找到擺脫貧困的途徑。微型金融就是方式之一,提供最基層的需求,也為推動民主和人權」頒給孟加拉格萊珉(Grameen)銀行的創辦人穆罕默德.尤努斯,「尤努斯證明可以將自己的願景轉化為實際行動,為千百萬人的利益,不僅在孟加拉,也引領許多國家。」而他的行動讓「每個人都有潛力和權利過著體面的生活」,當然,包含每天生活花費不到2美元以下的貧民。 微型金融產業透過直接或間接的管道提供弱勢貧民基本的金融服務,因而衍生出各種微型金融特殊的組織,本文中敘述了微型金融客戶,微型金融機構(MFI)、微型金融共同基金(MIV)等各種組織的起源與發展,同時針對微型金融共同基金來說明如何達到財務自主、社會使命與環境保護的三基線,本文並以Blueorchard基金管理公司旗下的Dexia Micro-Credit Fund(DMCF)共同基金為研究個案,期望藉由個案的研究有助於微型金融機構的資訊更公開、透明,吸引更多的資金與金融專業人才,引導整個產業步向更成熟的階段。To advance democracy and human rights by means of operating Microfinance services, Muhammad Yunus, the laureate of 2006’s Nobel Peace Prize, “has shown himself to be a leader who has managed to translate visions into practical action for the benefit of millions of people, not only in Bangladesh, but also in many other countries.” Yunus has put this right and potential into reality for the unprivileged underclass including those who are paid less than 2 dollars per day. Moreover, Microfinance now becomes a promising approach in dealing with the problem of poverty. Microfinance industry has, directly or indirectly, provided the unprivileged poor with certain financing services in many ways. In order for Microfinance to be operative, several organizations would thus be indispensable. We examined different types of organizations needed for Microfinance. On the other hand, we investigated into other related issues such as clients of Microfinance, Microfinance Institutions (MFIs), Microfinance Investment Vehicles (MIVs), and their origins and developments with a view to demonstrating how MIVs establishes a sustainable financing basis and accomplishes its obligations for social justice and environmental protection. For all our concerns, we thus took Dexia Micro-Credit Fund (a branch of Blueorchard Funds Co.) as a case study. As the study proceeds, we hope to bring into view more insights about Microfinance for which more human resources of finance expertise make an effort to improve the industry and help the poverty-inflicted out of their troubles.
