摘要:	橋梁建設隨著橋齡及自然環境之侵蝕下，早期興建之橋梁有逐漸老化的情形，加上臺灣位處亞熱帶及地震區，地震颱風頻繁，且因臺灣地區地形使河流湍急，土石流及河川沖刷情形嚴重，以及交通頻繁所造成之自然損壞，導致許多老舊橋梁逐漸無法維持正常功能，為了預防橋梁災害發生，確保民眾生命財產安全，並配合現行橋梁耐震規範之要求，老舊橋梁之整建有其即時性與必要性。由於橋梁維護經費與人力之不足，如何運用有限資源進行橋梁之維護管理，以減少未來橋梁損壞可能對社會經濟造成之衝擊，為目前國內各橋梁管理機關所面臨之重要課題。本計畫執行的主要目的乃基於各縣市政府先依各自的橋梁老舊或有所受損的情形提報待改善名單，並視需要進行實地踏勘檢測，並針對跨河橋之保護工及可能影響橋梁安全之結構物進行調查分析，再由計畫研究團隊加以確認檢核其確實損傷狀況、整建方式之適切性與整建經費的合理性，邀集各縣市政府就改善標的進行篩選排序，之後進行改善必要性說明，並且以全國各縣市所提送待改善的橋梁名單為總體探討對象，進行改善方案研擬、建設經費與期程規劃等工作。在這過程中必須考量實際橋梁改善需求與計畫執行之妥適性排序，概估本計畫各橋梁改善經費，並擬定分期及分年建設時程，最終達到以最少之整建經費進行維護，確保橋梁安全減少社會成本負荷之目標。 ; The health conditions of bridges may deteriorate because of traffic loading, scouring, earthquake striking and other natural disasters. Therefore, it is necessary to repair some severely damaged bridges to ensure the traffic safety. But the budget and man power are always insufficient to finish the comprehensive bridge management and maintenance. The most important issue to the bridge managers is, under limited resource, how to reduce the possible loss caused by bridge damaging in the future. In other words, the goal is to acquire the most benefit from the available resources. This project will review a list of bridges proposed by county/city governments. Much attention will focus on the safety concern about scouring problems, exposure of bridge foundations as well as protection of foundation are also the main points. The final result comprises a recommendation of repairing method to every bridge, and a suggestion of repairing agenda. This project is based on the “Taiwan Bridge Management System” established by MOTC and discussed by the central and local government, therefore, the feasibility and necessity of the project result are very high and the implementation of this project will help to improve the long-standing bridge maintenance issue. ; 研究期間 9712 ~ 9805
