    Title: 工程爭議導向之專案文件管理系統之發展---Client-Server架構建置與實務驗證;Implementation of Construction Dispute Oriented Project Document Control System under Client-Server Framework

    Abstract: 大型工程專案所需文件種類及數量龐大,從業主所需之施工進度表、每次會議紀錄、需求說明書、工程變更相關資料;承包商所需要的自主檢查表、進度表等,還有建築師所需要的監工日報表等,甚至還有下屬小包亦有相關文件呈報。數量及種類龐大複雜,管理十分不易。而調解、仲裁、甚至是訴訟等解決工程爭議之方式,往往因工程專案時間過長、各界面整合困難、文件傳送方法及格式不一,造成承包商無法適時提出必要之證據證明而敗訴。平時各工地所使用之文件管理,大多為利用時間與種類作為兩座標軸之配合處理,但往往因此造成繁複以及龐大的結果。而如有使用專案文件管理系統者,也往往缺乏了對於工程爭議方面之配合。本研究以前期研究成果之雛形系統為基礎,擬建置可於實際專案應用之專案文件管理系統,其特性包括:(1) 將專案文件分類為「動態性」(涉及版次、追蹤內容或內容更新者)與「靜態性」(不涉更新者)兩種,動態性文件不同於靜態性文件因流動性高需長期更新,故須與靜態文件區別討論其管理方式。(2) 進一部將雛形係同之架構擴大,利用FileMaker Pro之Client-Server架構添加多媒體檔案的存取及系統網路化之功能;(3) 本研究除擬完成前述功能外,並計畫將建構之系統試用於實際營造專案,並密切追蹤應用之成效,記錄其優劣、驗證其可行性、並朝商業化角度改良。若於爭議發生時將已紀錄之文件做好爭議類型分類,而各爭議種類中亦已有具證據力之文件表單,則日後發生工程爭議時可藉由系統之紀錄提出證據效用,加強工程爭議時承包商提出證據效率性與效力性,節省提出文件時之時間與金錢,確實達成快速且正確解決工程爭議之目標。 ; In large construction projects, the amount of documents is massive and the relationship among documents complex. Due to this nature, the task of controlling project documents is a special area of knowledge. More importantly, when a dispute arises in the project, parties face tremendous inertia to compile the right documents in order to resolve the dispute in an efficient and effective manner. In the arena of legal contestation, the failure to present proper evidence and proof to support a claim is a surefire path to losing a case. Granted that some seasoned contractors begin to realize the importance of document control, they often lack proper tools. The purpose of this work is to provide a theoretical cure to this problem. This work is basically an add-on outfit to the outcome of a previous research project. In previous work, the outcome was a prototype system, which demonstrates how a project document control system is to be envisioned. In that research, the core functions and the type of project documents were clearly defined. Nonetheless, limited consideration was given to whether the prototype fits the need of industrial practice. In this work, with two prime functional extensions, namely web-based system and multi-media data types, a new document control system will be established and put to test in a handful of real-world construction projects. The idea is to employ the benefit of client-server based software and search engine for delivering a responsive tool to be implemented in site management. The system also divides the subsystems according to the type of construction disputes, making use of the characteristics of each type of disputes. With thorough interviews input from industrial practitioners, the proposed system can encompass all major forms of construction documentations. Its major contribution is to alleviate the burden of project management in resolving construction disputes and to minimize the cost of resolving disputes management. ; 研究期間 9708 ~ 9807
