| 摘要: | 本研究將探討中小企業在金融危機前後之競爭力變化、研究適於中小企業健康穩定發展之環境及展望中小企業未來發展。主要研究大綱如下： 一、 文獻的回顧、整理與建立研究理論架構。在此階段，我們也將利用現有文獻初步探討亞洲金融危機對中小企業之影響，以及應採取何種因應策略。 二、 中小企業之過去 我們將利用主計處的普查資料進行下面的研究： 1. 探討廠商規模大小的變化，尤其有多少比例的大廠商是由中小企業變成的； 2. 探討中小企業是否是經濟成長之動力； 3. 比較中小企業與大企業之生產力，及其企業之新陳代謝的關係； 4. 由垂直分工的角度探討中小企業的存活環境與扮演的角色，這包括行業內及行業間之垂直分工。 三、 中小企業之未來 金融危機對中小企業的貿易條件、就業及投資之影響； 探討金融危機後中小企業未來發展環境之變化：資訊、技術、資本流動、法規改革及公司管理等。 ; This project is to analyze the role of small and medium enterprises, examine the conditions for the healthy, sustainable development of the SME sector, and explore opportunities and future prospects for the sector. The scope of this project is as follows: I. Literature review - There are three purposes for the literature review. First of all, it is to develop an integrated framework to analyze the SMEs. Secondly, this literature review is to provide a preliminary explanation for the role of SMEs in helping cushion the impacts of the crisis. Thirdly, it is to provide preliminary policy implications for development of the SME sector. II. Past performance of SMEs: The following approaches are recommended: 2.1 Transition Analysis: Using firm-level panel data, this study is to investigate the effect how the sizes of firms vary over time and its impacts upon the economy. 2.2 Growth Engine: The project is to examine whether SMEs are an important engine for the growth of the economy. 2.3 Productivity and Transition Analysis: Using the firm-level panel data, this study is to measure individual firm's total factor productivity, to examine the movement of productivity distribution over time, and to investigate the relationship between firm transition and productivity difference in the various size of firm among industries. 2.4 Vertical integration : The performance of an industry is highly affected by the degree of vertical integration, to which SMEs can make a significant contribution. Various indicators of vertical integration will be studied. III. Future prospects of SMEs： 3.1 Impact assessment with the most updated data - Studying the crisis implications for SMEs in terms of trade, employment, investment, etc. 3.2 Challenges ahead for SMEs - The implications of changing environment after the crisis for SME development and issues of information, technology, capital flows, regulatory reforms, corporate governance, etc. will be explored in the context of promoting the developmen t of SMEs. ; 研究期間 8804 ~ 8908 |
