近年來，中國的經濟的掘起對於能源需求造成國際間能源價格的飆升，但是因為中國工業技術的相對落後所以對於高科技整廠技術統包工程業務也有所需求，而高科技整廠技術統包工程的技術來源的廠商主要是以歐美為主，所以也會因能源價格和整體需求的變遷也會使這個挑戰更為嚴苛，於是統包工程成了技術移轉的一項熱門的議題。統包制度之實施，直接影響了工程專案成員之間的關係、角色以及責任義務，而且也直接決定了工程執行的程序；若以產業經濟角度觀之，也相對牽動整體營建產業市場結構與廠商之經營行為。有鑑於國內外對於此方面的研究較為缺乏，就現有文獻搜集與分析後，發現國內對於廠商經營行為與統包制度間的因果關係之探究極少。本研究試著由個案公司的高科技整廠關鍵技術需求的觀點，來探討並描繪當一國際設備製造大廠為某中國公司對於整廠技術需求的工程要如何建立一個建廠整體供應鏈，並經由此探討建構個案設備大廠對於中國本地客戶整廠關鍵技術統包工程專案之供應鏈管理的不同構面，探討的議題包括統包工程專案管理應用供應鏈管理的有效性、整合所有可用的資源、夥伴關係的建立、供應商管理、資訊分享的作法、物流管理等，藉以提出建構高科技整廠關鍵技術統包工程專案之供應鏈管理準則。本研究以個案研討的方式針對統包工程的過程進行分析，並從專案管理的角度檢視個案過程，得出的結論對未來的統包工程進行建議。Recently, the rise of the economy of China makes the rise of the price energy. Because the industrial technology of China can`t catch up with western country, more and more Turn-key construction contracts of high technology factory are required. The trends of those requirements make energy a hot issue.The implementation of turn-key contract has effects on the relationship of the project member, role and responsibility. And it also has direct effects on the procedure of the whole implementation. Due to there are few researches about these issues. We review the literature and find there are few researches about the relationship between business operation and the turn-key contract. We try to make a model of how a global business to construct a high technology factory for a Chinese company according to it`s requirements. We also try to define the different dimensions of the supply chain management of this special form of contract. This research uses case study method to analyze the process. We observe the case through the aspect of project management. We hope the result of this research can provide model of future turn-key contracts.
