Abstract:	行政院公共工程委員會推動三級品管制度目的是藉此提昇我國公共工程的品質，並透過公共工程施工品質查核機制，藉以監督主辦機關、監造單位及施工廠商落實品質保證及品質管理工作，進而評估判斷該案工程施工品質之優劣狀況。本研究係以桃園縣政府工程施工查核小組查核機制為研究對象，搜集彙整該查核小組近三年查核相關資料及桃園縣13 鄉鎮市公所在 100 年成立之工程品質督導小組，於101 年正式運作執行情形加以統計分析，提出工程施工查核小組進行組織再造、精進工程督導及查核作業、建立履歷制度尋找優良廠商人員、辦理教育訓練工程觀摩紀建立獎勵優良廠商等督導、查核機制相關躍升方案，希冀對桃園縣公共工程品質查核機制更臻健全之成效有所助益，亦提供未來相關研究作為參考。 The Public Construction Commission, under the aegis o the Executive Yuan, has been promoting the third degree quality control system in order to increase the quality of public works. It also monitors the units in charge, the supervision divisions and construction companies with a public work construction auditing system, which assures on the construction’s quality, and which also helps to evaluate its quality. The subject this thesis has chosen is Taoyuan County Government’s Construction Audit Team’s construction audit mechanism. This thesis has gathered audit documents on this construction audit team during three years, as well as statistical analysis of the construction quality monitoring teams in Taoyuan County’s 13 townships established in 2011, which have started to function in 2012. This thesis also suggests to restructure the Construction Audit Team, and enhance the construction monitoring and audit operations. It also suggests to establish an institution to screen through superior contractors and organize training sessions to serve as a platform for exchanges in construction experiences, as well as to reward contractors with good performance. Among all, this thesis targets to provide help to Taoyuan County’s public construction quality’s audit mechanism so that it could be enhanced, and to be a momentum for future thesis that focuses on similar issues.
