    Abstract: 日本OVOP運動成功使得貧瘠的鄉村地區出現新的轉機,其主要過程在於透過地方政府、地方協會與在地居民共同的協力合作,進而讓地方特色產業能夠創造新的商機,而其中本研究所關切的是協力單位在地方特色產業中所扮演的角色各自為何?有別於過去單一個案的探討,本研究選擇日本與臺灣客家地方特色產業作為比較的個案,並且比較兩國的協力單位在發展地方特色產業時所扮演的角色。
    透過深度訪談之後,本研究歸納下列幾項特點:(1)日本的協力模式是「由下而上」,而臺灣的協力模式是「由上而下」。 (2)台灣客家地方特色產業面臨的主要癥結點為無法有效整合商家以及與公部門的溝通出現落差。(3)日本OVOP運動成功的關鍵點在於地方協會與居民產生良好的共識。
    ;Japan’s OVOP movement offers new opportunity for the barren village. The local industry can create new opportunities through the cooperation between local government, local association, and local residents. This study is to figure out what the role of public-private partnerships play in the local cultural industrial. Different to the most of studies which are mainly focusing on single case, this study emphasize on difference between Japan and Hakka’s local cultural industrial of Taiwan and compare the two cooperation units in the role of the development of industries with local features.
    Through the in-depth interviews, this study summarizes the following points :(1) Japan’s cooperation model is “down – top” and Taiwan’s cooperation model is “top-down”. (2) Hakka’s local cultural industrial of Taiwan faces problems that they can’t integrate shops effectively and have generation gap with public sector. (3) Japan’s OVOP movement contributes to good consensus of the local associations and residents.
