摘要:	有感於台灣大部分農村都面臨了人口外流、人口老化的現象，乃藉由推動社區營造的概念，希望能促進在地的經濟發展、增加就業機會，讓年輕人願意回鄉傳承，不論在文化面、經濟面與社會面，都得以永續發展，在此願景之下，推動社區產業的發展實為落實此目標的方式之一。社區產業可發展的面向與類型非常地多樣化，不論是在地農業、觀光旅遊、文創產業、手工藝…等都含括其中，本文將在社會經濟和以資產為基礎的社區發展兩大架構之下，檢視社區產業的形成與發展；此外，在當代重視環境永續發展的潮流之下，將以三重底線（社會、經濟、環境）之中的環境責任為本研究的探討焦點。本文以桃園縣經營社區產業有成的龍潭鄉高原樂活有機村為研究主體，該地區有其特殊的地理環境與歷史背景，並且是一個客家族群群聚性相當高的聚落，客家族群與社區產業的結合實為其特色，本文將析探高原村如何以其資產為基礎，發展出充滿在地特色的客家社區產業。同時，高原村除了在社區產業發展的過程中強化當地社區的凝聚力及向心力之外，也兼顧了社區的經濟發展、社會照顧與環境保護等面向，持續擴充社區的社會資本、儲運社區資源作為社區永續發展之基礎。另外，本文亦將檢視國內、外一些相關個案的發展，與高原村對照與類比，逐步梳理出客家社區產業的形成，可作為其他欲發展社區產業個案之參考，並對於政府相關政策之研擬與推動提供參考與建議。;Emigration and population aging are very common phenomena in the countryside of Taiwan .We hope to promote the economic development, to increase employment opportunities, and to increase the willing of young people to return hometown by the concept of community empowerment. That makes culture, economy and society sustainable. Promoting the development of community industry is a way to reach the goal. Community-oriented industries develop diversely, such as the local agriculture, tourism, cultural and creative industries. This study takes social economy and the asset-based community development (Asset Based Community Development, ABCD) as the main structure to analyze the development of community industry. In addition, following the trend environmental sustainability, this study emphasizing on environmental by analyzing the triple bottom line (social, economic, environmental, social enterprise). This study will take GaoYuan village of Taoyuan County as the case study. GaoYuan village has unique history background, geographical environment and high population densities of Hakka group. This paper studies how GaoYuan village takes advantage of existing resource to develop the community industry with Hakka feature. GaoYuan village not only expands sustainable community development but also develops its community economic growth, social care and environment protection. Finally, this study will compare the formation of the community industry with other cases to find out the process of shaping the community industry. The result can be used to provide not only references for other cases of community development industry, but also recommendations for government policies.
