    摘要: 增光膜製程人力需求比例佔最多之作業項目為目檢作業,從首件檢查及產品完成後的劃記到出貨包裝前的品質檢查都需依賴人力將不良品挑出,作業人員長時間使用眼睛進行檢視產品缺點,於暗房或照明不足的環境下及利用不同光源、設備皆會造成人員視力影響;此外訪視目前增光膜製程生產線作業人員,發現普遍發生肌肉骨骼不適之情形,本研究從優於法令的角度,深入探討增光膜製程人因工程改善的機制。
    本研究依據勞動部所頒佈之風險評估技術指引,先從辨識所有增光膜製程作業開始,進一步辨識各項作業危害與後果,然後確認增光膜製程現有防護措施,再評估危害風險與等級。本研究對象已針對捲夾、感電、火災爆炸、有害物中毒等危害均依照職業安全衛生設施規則進行必要設施改善後,目前對於增光膜製程有較高健康危害者即目視檢查視覺疲勞及製程中肌肉骨骼不適兩大類,進行改善措施探討與建立,利用健康檢查進行肌肉骨骼傷害之問卷調查,以掌握實際情況。而相關改善措施於實際製程中實施。前述改善措施實施後,再輔以問卷進行改善成效探討,從實際作業人員的改善情況、生理與心裡感覺變化確認本研究建立之改善措施有效性。
    針對視覺疲勞所建立降低風險採取之控制措施,經初步確認作業員反應之效果,已能令作業員減輕視覺疲勞情況達95.71%左右。而肌肉骨骼傷害整體而言超精密結構切割、塗佈成型、表面處理明顯高於其他工作區域。上述不同工作區域與身體肌肉骨骼不適部位之關連性,可作為後續改善之優先參考。為確保本研究所建立之相關風險控制措施有效性,除前述分析成果外,更利用員工問卷進行有效性調查,以強化本研究成果。本研究針對270位同仁再次發放問卷,共回收268份,回收率達99.26%。全體員工認為本研究所建立之風險控制措施符合現場實際改善需求者達95.52%,改善成果充分證明本研究應符合預期目標。;The Brightness Enhancement Film, BEF, is used to increase the brightness of liquid crystal displays. Since the enhancement efficiency strongly depends on the quality of the film, the final products must meet very strict quality requirements. This is accomplished through visual inspections. The quality inspection starts with the first article through the final products before shipment. These are all conducted manually to detect defective products. Prolonged use of eyes by the technicians in the darkroom or under poor lighting and the use of different light source creates visual fatigue. In addition, the prism sheet production line workers often complain about musculoskeletal disorder symptoms. This study is aimed to assess the health risk of the BEF production line technicians and to alleviate the risks associated with vision loss and musculoskeletal disorder.
    Risk assessment guidelines promulgated by the Ministry of Labor are used as the primary reference in this study. The assessment process is consisted of task analysis, hazard identification and potential consequence of the hazard, protection measures currently employed, severity and likelihood of the hazard induced accident, risk assessment based on the estimated likelihood and severity categories, risk control measures to reduce the likelihood of unacceptable risks, the final risk ranking with the control measures in place.
    A questionnaire is used to evaluate the effectiveness of the risk control measures. The questionnaire was sent to 270 first-line operators with 268 respondents. The survey results reveal the fact that visual fatigue is reduced by 95.71% with the control measures implemented. Because the musculoskeletal disorder occurs at different parts of the body depending on the tasks of the BEF process such as diamond turning, coating forming, plating treatment. It is recommended that further study is needed to evaluate the effectiveness of the risk reduction measures for musculoskeletal disorder.
