    Title: 台灣地方推展志願服務簽約委外之研究:以桃園市志願服務教育訓練為例;The Study on the Development of Volunteering Services Contracting Out in Taiwan: A Case Study of the Volunteering Service Education and Training in Taoyuan City

    Abstract: 本研究旨在探討推展志願服務的非營利組織與地方政府之間的簽約委外關係。首先分析非營利組織與地方政府締結委外契約的緣由與程序;其次探討地方政府在履行契約過程之中的監督管理機制,以及非營利組織回應地方政府契約規範所採取的策略;最後探究非營利組織於完成契約之時,對於以契約委外方式推展志願服務的觀感,以及影響非營利組織與地方政府續約的因素,藉此瞭解以契約委外方式推展志願服務的良窳。
    本研究採用文獻分析與深度訪談的方式蒐集研究資料,與研究對象—桃園市政府社會局,以及承辦桃園市推展志願服務方案的四個非營利組織進行半結構式訪談。本研究並將推展志願服務的非營利組織與地方政府之間的契約委外關係區分成三個階段,在「締結契約階段」分析契約雙方的締約緣由與程序;在「履行契約階段」探討地方政府的監督機制與滿意度評量,以及承辦委外業務對於非營利組織的影響;在「完成契約階段」探究契約雙方的信任關係、互動觀感,以及影響續約決定的因素。
    透過既有文獻與實證訪談所獲得的資料,本研究整理摘要相關的研究發現,並針對桃園市推展志願服務簽約委外的現況,包括契約委外相關法規範的適用、促進推展志願服務方案符合在地需求,以及強化政府監督管理機制提出建議。除此之外,本研究亦提出研究限制與未來可能的研究發展方向,期望本研究能夠作為後續相關研究的基礎。;This study investigates the relationship of contracting out among non-profit organizations (NPOs) and volunteering services among local governments. Firstly, there is an analysis of non-profit organizations and local government contracting out programs procedures. Secondly, an investigation into the supervision and management mechanisms of local government implementing the contracted-out process, as well as NPOs response to local government contracting out specification strategies. Finally, an investigation into NPOs completed contract periods, and the perception of contracting out methods promotion of volunteering services, as well as factors affecting contract renewal for NPOs and local governments. This will provide an understanding the positive and negative aspects of the promotion of the contracting out of volunteering services.
    Both related-literature analysis and in-depth interviews are used collect research data for the purpose of this study – the Department of Social Welfare in Taoyuan, as well as four NPOs which undertook volunteering services contracts from the Taoyuan City program gave semi-structured interviews. This study looks at the three-phase relationship of the promotion of the NPO volunteering services and local government. In the "concluded contract phase" the reasons and procedures of both sides are analyzed. When in the "fulfilling the contract phase" of the local government supervision mechanism and satisfaction assessment, the contract outsourcing business impact on NPOs is examined. An enquiry into the "completed contract phase" looks at the trust relationship, and the mutual perceptions between the two sides by focusing on the factors related to contract renewal decisions.
    This study’s results were obtained through a review of existing literature and empirical data from conducted interviews. The related research status findings for Taoyuan City volunteering service contracting out, including the laws relevant to contracting out, promotion of the volunteering service programs in line with local demands, and proposals to strengthen government supervision and management mechanisms. In addition, this study also proposes the limitations of the research as well as the future possible directions of research and development. Hopefully this study can be used as a basis for further follow-up research in this area.
