    摘要: 產業界為預防危害事件發生,以推行職業安全衛生管理系統來做危害預防,然而職業安全衛生管理系統是事故發生後來做危害分析或者針對意外事故發生的原因來做對策擬定,這不是正確的做法,因為危害已經發生。應該事前做好危害分析使得危害不會發生,而事前的危害分析主要是在做事前的危害預防、事中的緊急應變與事後的補救措施,如此才能真正消除生產作業流程中的危害因子,避免人員發生意外以及造成社會面、經濟面與環境面嚴重的影響,這才是正確的做法。因此本研究應用系統化的概念與原則,建立具體可行的製程危害分析與管理對策擬定之方法,且在製造流程建置初期執行製程危害分析,以系統化的方式對製造流程進行分析與界定。首先界定製造流程生產的產品,分析製造流程的組成與架構,進而分析出每個組成單元的輸入、輸出、運作程序與作用機制,逐步分析製造流程運作過程中,那個時間點、那些參與作用的設備、操作參數等發生異常可能產生危害,分析每一個危害產生所影響的層面有那些。針對每一項危害擬定事前的危害預防對策,事中的緊急應變與事後的補救措施,每一項的異常發生會產生成本損失,每一項預防對策會有改善成本,提供損失成本與改善成本給予公司管理者做決策選擇,最後以太陽能模組製程做案例研究,研究結果顯示,本研究建立之系統化的製程危害分析與管理對策擬定之方法,可有效分析出太陽能模組製程潛在的危害且擬定的危害管理對策可預防危害事件發生,證明本研究所建立的方法是正確的。;To prevent hazard event, industry promotes occupational safety health management system. It may not be a right strategy since the system proceeds with hazard analysis or strategy planning after an event which hazard have existed already. We should do hazard analysis beforehand to avoid that happens. Hazard analysis in priori includes pre- hazard prevention, during- emergency response, and after- compensation measures. This strategy can eliminate hazard factors in manufacturing processes and avoid personnel accident which may cause serious social, economic and environmental impacts. This study applies systematic ideas and principles to establish a realistic method in manufacturing process analysis and management strategy planning. Also, trying to perform manufacturing hazard analysis at the very initial stage of manufacturing process settlement, analyze and define manufacturing process in a systematic way. Firstly, we define product of manufacturing process and analyze component and structure in manufacturing process. Next, workinh on analyzing input, output, operational procedure, and action mechanism in each component unit to deduce possible hazards from abnormal in exact time, involved facilities, operation parameters during proceeding of manufacturing process and analyze different impact aspects induced from each hazard. Proposing hazard prevention strategy in advance, emergency response on going, and compensation measures afterwards correspond to the hazard event. Each abnormal event causes cost loss while prevention strategy improves that. Both information on cost loss and cost improvement provide company manager for decision making. A case study in manufacture of solar panel module was conducted in this paper. The results showed the systematic method in manufacturing hazard analysis and hazard management planning that was composed from the study could analyze potential hazard in manufacturing process of solar panel effectively. Also, the proposed hazard management strategy could prevent happening of hazard event. Both results confirmed the proposed method was a correct one.
