本研究針對近年來長期照顧機構火災案例分析，除進行消防安全設計、防火避難設施、消防法規之探討，更嚴謹具體的提出消防安全規劃與建議，經歸納分析，提出建議以下: 1.落實建築法、消防法與各類場所消防安全設備設置標準之相關法令規定 2.落實建築物公共安全檢查申報及消防安全設備檢修申報制度 3.修改法令使更符合實際狀況與實際需求 4.提升護理及照顧人員的防火安全觀念及應變能力 提供一個更安全的照顧環境，作為長期照顧機構研擬參考。 ;With the improvement in level of practice and medicine, the extended life expectancy ,and the decrease of birth rate and the mortality rate ,the proportion of the elderly population increased significantly. According to the National Development Council estimates, Taiwan’s elderly population (65 years old) ratio reached 13.2% at the end of 2016. More than 65 years old population accounted for 7% of the total population is called "aging society",under the definition of WHO. when 14% of population is 65 years old or above,the society is an "elderly society". Taiwan is facing the situation from aging society into elderly society. If the elderly population accounts for 20% of the total population, it is called "super-old society". These figures represent more and more long-term care needs. How to establish a safe long-term care organization management mechanism can not be ignored and is a important issue.
This study will focus on the case analysis of fire occurred in long-term care institutions in recents years.In additing to discussing the design of fire safety,fire-prevention facilities and the fire regulations,this research brings up fire safety plans and suggestions as follows: 1.Implementing Building Act,Fire Services Act,and regulations in relation to standard for linstallation of Fire Safety Equipments Base on Use and Occupancy. 2.Implementing Public Safety Maintenance Applications and Fire fighting Facility mantenan application System. 3.Amending decree to fuifil actual state and need. 4.Improving problems-saving skills and knowledge of fire safety of nursing aide,Provide safer environment for long-term Care Institution as reference.
