桃園市於103年12月25日正式升格為直轄市，其道路挖掘案件數量每年亦達約9,000件，本研究將針對桃園市各管線單位於執行道路挖掘管路埋設工程時，如何以手機APP結合資訊管理系統，同時將三級品質管理制度精神導入的方式進行結合；透過科技結合的運用方式，以更有效及便利掌握資料及現場施工品質，同時利用該建置資料之完整性來進行桃園市智慧城市之應用。長遠來看，該資料不僅可於桃園市在推動公共設施管線資料庫建置時，提供管線單位及現場施工人員更友善及執行之環境，避免挖損，有效提升管路埋設工程品質，更可減少外業人力資源浪費，提升政府為民服務之效能。;Taoyuan City was formally upgraded to a municipality directly under the Central Government on December 25, 2010.
