    Abstract: 我國對於綠地管理仍舊停留在人工普查的階段,因此綠地與設施維護、公共安全問題必須仰賴民眾回報才能處理。本計畫擬以台北市為示範場域,配合其智慧城市的施政願景,實現「智慧綠地管理系統」的目標,樹立國內智慧管理的新典範。將引進歐洲新創技術,結合地理資訊系統(GIS)與光達技術(LiDAR),並搭配智慧型手機APP,監控管理台北市的公園綠地,即利用三維座標及雲端GIS系統,以蒐集長期數據,並建立資料庫。藉由智慧管理,國家可以充分掌握市民周遭綠地環境安全的風險,並且以單一樹木或設施作為依據,最佳化綠地維護經費,主動規劃維護時程,減少意外發生機率,節省災損發生後的開銷。對於廠商而言,可以參考歷史紀錄決定成本、減少事故風險、改善工作流程,並保障廠商權益、保存員工的工作紀錄與建立專業形象。對於市民而言,民眾可以使用手機上的APP查詢及回報樹木生態資訊以及兒童設施安全狀態,讓市民與綠地管理進行互動,讓民眾有感政府施政作為,提高居民生活的滿意度。 ;Green space management still remains on artificial census in Taiwan. As a result, public safety issues and maintenance of green area and facilities must rely on residents' reports to be dealt with. This project aims to implement an "intelligent green space management system" by using Taipei as a testbed. Such aim complies with the vision of “Smart city” of Taipei and will eventually establish a new paradigm of intelligent management platform for our country. We will introduce European innovative technologies to monitor and manage Taipei's green space by incorporating Geographic Information Systems (GIS), LiDAR and smartphone Applications (APPs). That is, long-term data will be collected with 3D coordinates and cloud GIS system to build a geo-informative database. By means of intelligent management, the government can fully grasp the risks of environmental safety around the citizens. Based on a single tree or facility, the state can optimize the maintenance of funds of green space, proactively plan the maintenance schedule, reduce the chance of accidents, and save the expense after the disaster occurs. For manufacturers, the historical records can be used to determine the cost, reduce the risk of accidents, improve the work flow, protect their own benefits and the work records of employees, and establish a professional image. For citizens, APPs on mobile phones can be used to check and report the ecological status of trees and the safety status of children's facilities so that citizens can harmonize interacting with green space management and enhance the satisfaction of residents.
